MDDA demolishes illegal plotting in Dehradun: the 2026 drive and what to check

MDDA has spent 2026 demolishing illegal plotting and sealing unapproved buildings, from Harbhajwala to Jhajra and Majra. It has told buyers to check layout approval before paying.

What happened

The Mussoorie Dehradun Development Authority (MDDA) approves building maps and layouts in Dehradun and Rishikesh. Through 2026 it has kept up a steady drive against plotting and construction done without approval. Here are the actions we could confirm:

None of this is new. In September 2025 The Realty Today reported that MDDA had cleared illegal plotting over more than 150 bigha and sealed over a dozen unauthorised buildings. Those sites included Bhaniyawala, the Haridwar bypass road, Doiwala, Sahastradhara Road and the Shimla bypass.

The authority's own plans point the same way. On 29 April 2026 Indian Masterminds reported that MDDA's 113th board meeting approved a ₹968 crore plan with 48 proposals. Among them were stricter building bye-laws and tighter control of illegal construction. In November 2025 Lead Reporting said engineers had been given a monthly target of at least five compounding cases. Compounding means settling deviations that the rules allow to be regularised, on payment.

MDDA's message has stayed the same throughout. Tiwari and secretary Mohan Singh Barnia have said that building needs an approved map, and that plotting without approval causes lasting problems with roads, drainage, traffic and parking. The authority has asked people to check the legal status and layout approval of land before buying.

What it means for buyers and tenants in Dehradun

This section is our view.

A cheap plot in an unapproved layout is not cheap. Demolitions hit the roads, boundary walls and half-built structures that sellers use to make a colony look real. If MDDA removes them, the buyer is left holding the loss. The places named this year are spread across the city and its edges, so no area is safe by default.

Ask for the approval itself, not a promise of it. For a plot, ask the seller for the MDDA-approved layout and check that your plot number is on it. For a flat or house, ask for the approved building map and the completion certificate. Our checks before you pay for a flat in Dehradun walk through the papers.

Check land use too. A layout can only be approved where the master plan allows it. The draft Master Plan 2041 is still not final, as we explain in our Master Plan 2041 update. Ask which plan any approval was granted under.

Tenants and shop renters. A sealed building cannot be used. Before you sign a lease on a new shop or flat, ask the owner for the approved map. If the building looks newly extended, check that the extra floor is on it.

Questions people ask

Where has MDDA acted against illegal plotting in 2026?

Reports we checked name Harbhajwala in January, Majra in early September, Badripur in Vikasnagar on 11 September, and Jhajra on 15 September. Drives were also reported in Rishikesh, Sahaspur, Raipur and Doiwala.

How do I know if a plot is in an approved layout?

Ask the seller for the MDDA-approved layout plan, check that your plot is on it, and confirm it with MDDA before you pay. A registry alone does not prove that a layout is approved.

Can an unapproved building be regularised?

Some deviations can be compounded on payment under MDDA's rules. Not every violation qualifies. Ask MDDA about the specific property before you rely on it.
