Dehradun Master Plan 2041: the draft is out and the hearings are done. What buyers should check in 2026

What happened

The Mussoorie Dehradun Development Authority (MDDA) published the draft Master Plan 2041 on its website on 10 July 2026. Two supporting documents followed on 13 July: Part 1 (study and analysis) and Part 2 (proposals). Anyone can download them from mddaonline.in.

The draft has a history. In April 2023 Uttarakhand News Network reported that MDDA had prepared a GIS-based digital master plan for 2041 and invited objections until 30 April 2023. Its map categories included national highways, major city roads, a metro alignment, a ropeway, and residential, commercial, office, health, tea garden and agriculture zones. Garhwal Post reported a public debate on that draft at Doon University in the same month. Panellists questioned how much land it set aside for housing and how it had been prepared.

The 2026 round ran in two stages.

The Pioneer reported 18 objections at the first hearing on 6 July, mostly about land use. At the Rajpur Road hearing, residents raised traffic, parking, drainage, road safety and protection of green areas. MDDA vice-chairman Banshidhar Tiwari said every objection had been recorded and would go to technical experts before any decision. Doon Horizon reported that land-use changes and building bye-laws caused the most confusion. Long traffic jams around Chandrabani, Mohkampur and the Shimla Bypass were among the most common complaints.

The plan is not final. MDDA's next step is to revise the draft and send it to the state government for approval. We have not seen a report that this has happened.

What it means for buyers and tenants in Dehradun

This section is our view.

The draft land use for your plot matters now. A master plan decides what may be built where: residential, commercial, agricultural, green belt. If you are about to buy land, download the draft and find the plot on the map. If the draft land use is different from what the seller says, ask questions before you pay a token. Our list of questions before buying land in Uttarakhand shows where to start.

Draft is not final. Land shown for a new road or zone in the draft may change after the objections are reviewed. Do not pay extra for a plot because of a road in the draft. Do not walk away from one because of a draft line either, unless a planner or advocate has looked at it.

Ask what an approval was checked against. A draft is not an approved plan. When a seller shows you a sanctioned map, ask MDDA which plan and bye-laws it was approved under. If you are buying a flat or a house, the papers that matter most are still the approved map and the completion or occupancy certificate. See what to check before you pay for a flat in Dehradun.

Localities will move at different speeds. Kishanpur, Rajpur Road and the Sahastradhara side had their own hearings. If you have a shortlist, our Dehradun localities guide gives the background on each area.

Questions people ask

Is the Dehradun Master Plan 2041 approved?

Not as far as we can find. MDDA published the draft in July 2026, held hearings until 4 August, and says it will revise the draft and send it to the state government for approval.

Where can I see the draft master plan?

On MDDA's website, mddaonline.in. The draft, Part 1 (study and analysis) and Part 2 (proposals) were uploaded in July 2026.

Can I still object to the draft?

The hearings listed by MDDA ended on 4 August 2026. If you have a concern about a specific plot, write to MDDA and keep a copy. Whether a late objection will be heard is for MDDA to decide.
