Buying a flat in Dehradun: seven checks before you pay anything
Before paying for a flat in Dehradun, check Uttarakhand RERA registration, the MDDA-approved map, carpet area, completion or occupancy, clear title, bank approval and the all-in price.
Why check before the token, not after?
Once you pay a booking amount, your bargaining power drops and refunds get slow. Every check below takes a phone call, a website or a document request. Do them while you are still a buyer the builder wants to win.
1. Is the project registered with Uttarakhand RERA?
New residential projects above a small size must be registered with the Uttarakhand Real Estate Regulatory Authority before they are advertised or sold. Ask the builder for the RERA registration number, then look it up yourself on the Uttarakhand RERA website.
On the RERA page, check:
- The promoter's name matches the company you are paying
- The registered address and the number of towers and flats match the brochure
- The promised completion date
- Any complaints or orders against the project
If a builder of a new project says registration is "in process" and still asks for money, wait.
2. Is the building map approved by MDDA?
In Dehradun and Mussoorie, building plans are approved by the Mussoorie Dehradun Development Authority (MDDA). Ask for a copy of the approved map and check that the floors, the tower and the flat you are buying are actually on it. Floors added beyond the approved plan are a real risk, and a bank will usually spot them before you do.
3. What is the carpet area, and what am I paying for?
Builders quote three different areas:
- Carpet area: the usable floor inside your walls. Under RERA, this is the area the sale must be based on.
- Built-up area: carpet area plus the walls and balconies.
- Super area (super built-up): built-up area plus a share of lobbies, stairs, lifts and the clubhouse.
Ask for the carpet area in writing, in the agreement. Compare flats on price per square foot of carpet area, not super area. If the layout matters to you, take a tape measure to a finished flat.
4. Is it complete, and is there an occupancy or completion certificate?
For a ready flat, ask for the completion certificate and, where it applies, the occupancy certificate. They show the building was finished as approved and is fit to live in. Without them, water and power connections, resale and loans can all become harder.
For an under-construction flat, compare the RERA completion date with what the salesperson tells you, and ask what the agreement says about delay.
5. Is the title clean?
The builder should own the land, or have a registered development agreement with the owner. Ask for:
- The title documents for the land
- An encumbrance certificate for a long period
- Land use records showing the land can be used for housing
Have a local property advocate read them before you sign. Our papers to check before buying a plot covers the land side in more detail.
6. Which banks have approved the project?
Ask which banks have approved the project for home loans, then call one of them yourself. A bank approval is not a guarantee, but banks do their own legal and technical check, and a project several banks will lend on has usually passed it. If no bank will touch a project, ask why.
7. What is the all-in price?
The rate per square foot is only the start. Ask for one written number that includes:
- Base price
- Car parking
- Floor or view preference charges
- Club membership and amenity charges
- Power backup and electricity connection
- Maintenance deposit and advance maintenance
- GST, where it applies to under-construction flats
- Stamp duty and registration, which you pay at the sub-registrar
Then compare that number across projects. Two flats with the same rate can end up far apart.
What should I check on the site visit?
- Visit in daylight, and again in the evening if you can.
- Check water supply, power backup and mobile signal inside the flat.
- Look at the approach road in the rain, or ask neighbours about it.
- Talk to people who already live in the builder's earlier projects.
Questions people ask
How do I check if a Dehradun project is RERA registered?
Ask the builder for the RERA number and search it on the Uttarakhand RERA website. The promoter name, project details and completion date should match what you were told.
What is MDDA approval?
It is the approval of the building plan by the Mussoorie Dehradun Development Authority. Ask for the approved map and check that your floor and flat are on it.
Should I compare flats on carpet area or super area?
On carpet area. It is the space you actually use, and RERA requires sales to be based on it.
Are stamp duty and registration included in the price?
Usually not. Ask the sub-registrar's office or your advocate for the current rates and add them to your budget.
