Dehradun circle rates 2026: area-wise land rates for plot buyers
Dehradun still uses the circle rates in force since 5 October 2025: ₹68,000 a sq m at the top of Rajpur Road, ₹15,500 to ₹24,000 in Selaqui and Doiwala. No 2026 revision yet.

The rates in force
A circle rate is the minimum value the district sets for land and buildings. The sub-registrar charges stamp duty on the circle rate value or the price in the deed, whichever is higher. Our post on Dehradun registration charges in 2026 works through the stamp duty and fee.
The list in use dates from 5 October 2025. As of 21 October 2026, the Department of Stamps and Registration's page for Dehradun district lists four current files, each dated 5 October 2025: Dehradun, Rishikesh, Chakrata and Vikasnagar. Older lists from 2023, 2020, 2018 and earlier sit below them. The Dehradun file is signed by Krishna Kumar Mishra, Additional District Magistrate (Finance and Revenue).
What changed in 2025. The Daily Jagran reported on 6 October 2025 that the proposal went to the state government about eight months earlier and had now been approved. ETV Bharat reported the same day that rates in Dehradun rose about 9 to 22 per cent, the first revision since 2023.
Is there a 2026 revision? We found no news report of a new Dehradun list, or of a published proposal, as of 21 October 2026. The department's page still shows 5 October 2025 as the latest list.
How the list is laid out. Every rate in the official list is in rupees per square metre. For land on a main road there are two bands: within 50 metres of the road, and from 50 to 350 metres. Land further away is valued by mohalla or revenue village. The list also gives separate rates for flats, shops and other commercial buildings, but this post sticks to land.

Doiwala. The same Dehradun file has a section for Doiwala municipality. From Doiwala chowk along the Dehradun road to the end of the town area, and along the Rishikesh road to the Song river, the rate is ₹24,000 within 50 metres and ₹21,000 from 50 to 350 metres. The Doiwala–Bullawala, Doiwala–Khatta and Doiwala–Dharmuchak roads are ₹17,000 and ₹16,000.
Selaqui. Selaqui falls in the Vikasnagar list. On Chakrata Road within Selaqui's limits, land is ₹15,500 a sq m within 50 metres and ₹14,000 from 50 to 350 metres. Inside Central Hope Town (Selaqui), away from the main road, non-agricultural land is ₹11,500 a sq m.
Agricultural and non-agricultural land. For villages away from main roads, the list gives two rates. Agricultural land is priced in lakh rupees a hectare, and non-agricultural land in rupees a sq m. Some examples from the official lists:
- Danda Lakhond (Dehradun list): agricultural ₹1,100 lakh a hectare, which the list also states as ₹11,000 a sq m; non-agricultural ₹20,000 a sq m.
- Lachhiwala (Doiwala section): agricultural ₹550 lakh a hectare (₹5,500 a sq m); non-agricultural ₹12,000 a sq m.
- Markham Grant (Doiwala section): agricultural ₹420 lakh a hectare (₹4,200 a sq m); non-agricultural ₹11,000 a sq m.
- Central Hope Town, Selaqui (Vikasnagar list): agricultural ₹300 lakh a hectare; non-agricultural ₹11,500 a sq m.
Small farm plots are valued as non-agricultural. The list's general rules say that when 1,000 sq m or less of agricultural land is transferred, the non-agricultural rate applies. Outside urban areas the limit is 500 sq m. Most house plots are well under these sizes.
Road width adds to the rate. The rates in the list are for land on a road less than 5 metres wide. The rules then add:
- 5% for a road 5 metres or wider but under 12 metres.
- 10% for a road 12 metres or wider but under 15 metres.
- 15% for a road 15 metres or wider.
Where a plot touches more than one road, the rate of the widest road applies. Where more than one rate could apply, the highest one is used. A commercial plot is valued at 1.10 times the general rate.
What the deed must state. The rules require the deed to say whether the land is in an urban, semi-urban or rural area, and whether it is agricultural or not. It must give the khasra number, a map with boundaries, the distance from the main road, the width of each road on the boundaries, and a recent photograph of the property. A boundary wall is valued at ₹1,000 a running metre and a borewell at ₹20,000. A khasra list of land on the main roads is attached to the circle rate list. If a deed shows a distance that does not match it, the rules say the deed goes to the Collector for examination under the Stamp Act.
A note on square yards. Dealers in Dehradun quote plots in square yards; the circle rate list uses square metres. One square yard is about 0.836 square metres. So, by our arithmetic, ₹40,000 a sq m is about ₹33,400 a sq yd, and ₹22,000 a sq m is about ₹18,400 a sq yd.
What it means for plot buyers in Dehradun
This section is our view.
Find your plot's row before you agree a price. Locate the road or village, then decide which band the plot falls in: within 50 metres of the main road, 50 to 350 metres, or the village rate beyond. Then add the road-width loading for the road in front of the plot. That gives the minimum value the sub-registrar will use. Our guide to plots for sale in Dehradun explains the belts where most plots sit.
Measure the distance yourself. A plot 45 metres from the main road and one 55 metres away can fall in different bands. The deed has to state the distance, and the khasra list decides it. Ask your advocate to check the khasra against the attached list before the deed is drafted.
Do not expect the farm rate on a house plot. Because small agricultural plots are valued at the non-agricultural rate, a 200 sq yd plot carved from a field will usually be valued at the higher rate, even if the khatauni still says agricultural.
Compare the circle rate with the asking price. In much of Dehradun, dealer prices run well above the circle rate. A deed at the circle rate when the real price is higher leaves the buyer with an understated deed and cash paid off the record. Pay the full price through the bank and put it in the deed.
Check the papers as well as the rate. A circle rate says nothing about whether the layout is approved or the title is clean. Work through our list of papers to check before buying a plot in Dehradun.
Watch for a new list. The 2025 list came two years after the 2023 one. If a revision is announced, deeds registered after the new date will use the new rates. We will report it when it happens.
Questions people ask
What is the circle rate in Dehradun in 2026?
The rates in force since 5 October 2025. On main roads they range from ₹68,000 a sq m on Rajpur Road between Ghantaghar and the RTO office down to ₹17,000 on roads around Doiwala, within 50 metres of the road. We found no 2026 revision as of 21 October 2026.
Where can I download the Uttarakhand circle rate list 2026 PDF?
On the Department of Stamps and Registration's website, registration.uk.gov.in, under the Dehradun district document category. There are separate PDFs for Dehradun, Rishikesh, Chakrata and Vikasnagar, all dated 5 October 2025. Doiwala is in the Dehradun file and Selaqui is in the Vikasnagar file. The Hindi text is in an older font, so searching the PDF for a locality name may not work; scroll through the tables instead.
Is the Dehradun circle rate per square metre or per square yard?
Per square metre. To compare with a dealer's price in square yards, multiply the circle rate by about 0.836.
What is the circle rate for agricultural land in Dehradun?
It depends on the village. The list gives it in lakh rupees a hectare, for example ₹550 lakh a hectare in Lachhiwala and ₹1,100 lakh in Danda Lakhond. But if you buy 1,000 sq m or less of agricultural land (500 sq m outside urban areas), the non-agricultural rate applies instead.
