Uttarakhand's Unified Zoning Regulation: no commercial map on a residential plot, even on a 40-foot road

What happened

The 40-foot rule is gone. Doon Horizon and Bhaskar Digital reported on 18 September 2026 that the Housing Department has implemented the Unified Zoning Regulation 2025. Under the old practice, a residential plot facing a road of 40 feet or more could get a map passed for a commercial building. The reports said that route is now closed: commercial maps will not be passed in residential areas.

Land use decides, not road width. Bhaskar Digital reported that before any construction is approved, the authority will now check the land use fixed for that plot in the master plan and the zonal plan. Hotels, hospitals and commercial complexes need land that is zoned for that use. Doon Horizon reported that some of these activities now need approval from the state government, not only from the local development authority.

152 activities, one rulebook. Both reports said the regulation lists 152 activities, from banks and colleges to bus stands, parks and crematoriums, and says in which zones each is allowed. Housing Secretary R. Rajesh Kumar told the papers the aim is planned urban growth and an end to unauthorised construction.

Where the rules came from. Uttarakhand Awaaz reported on 11 December 2025 that the Housing Department, under Principal Secretary R. Meenakshi Sundaram, had notified uniform zoning standards for every city in the state, replacing separate rules for the hills and the plains. That notice set out residential zones R-1 to R-4 (built-up areas, residential areas, affordable housing and rural expansion areas), sorted roads into 15 classes, and set a 30-metre buffer along rivers, ponds, lakes and water channels where construction is restricted.

What it means for buyers and owners in Dehradun

This section is our view.

A "commercial potential" pitch needs proof now. Dehradun has many houses on wide roads, such as Sahastradhara Road, GMS Road, Haridwar Road and parts of Rajpur Road, that were sold or priced on the idea that a shop or showroom could come up later. Under the new rules, ask to see the land use in the master plan and zonal plan for that khasra. If it says residential, a commercial map should not be passed, whatever the road width.

Check an existing shop's map, not only its shutter. If you are buying or renting a shop or office on a residential plot, ask for the passed map and check that it was approved for commercial use. A ground floor turned into shops without an approved map can be sealed. Our post on MDDA's one-time compounding scheme explains what can and cannot be regularised.

Watch the 2041 master plan. The land use that now decides your map will come from Dehradun's next master plan. Our post on the Master Plan 2041 draft and hearings explains how to check your area and file an objection.

Riverside plots carry a 30-metre buffer. If a plot is close to the Rispana, the Bindal, the Song or a seasonal stream, check the buffer before you pay. Our post on Uttarakhand's flood plain zoning rules covers the related restrictions.

Questions people ask

Can I still get a commercial map on my house if the road is 40 feet wide?

Not on road width alone. Reports in September 2026 said the Unified Zoning Regulation 2025 ended that route, and the land use in the master plan and zonal plan now decides.

How many activities does the regulation cover?

152, according to Doon Horizon and Bhaskar Digital, each with the zones where it is allowed.

Who announced the change?

Housing Secretary R. Rajesh Kumar explained the rules to the press. The uniform zoning standards were first notified by the Housing Department under Principal Secretary R. Meenakshi Sundaram in December 2025.
