MDDA plans Diwali OTS 2026 for Dehradun buildings without approved maps
MDDA is preparing a one-time settlement before Diwali 2026 to compound eligible buildings built without a map. In August it also fixed its online map system after 399 files went wrong.

What happened
A settlement scheme is being prepared. On 10 October 2026, Swatantra Baat reported that the Mussoorie Dehradun Development Authority (MDDA) is preparing a one-time settlement (OTS) scheme around Diwali. The aim is to settle long-pending cases of unauthorised construction. Dandakaranya Samachar carried the same report. Both said the scheme would cover two kinds of buildings. The first is buildings put up without an approved map. The second is buildings where the owner built more than the approved map allowed. In both cases, only construction that can be compounded under MDDA's rules would qualify.
What the vice-chairman said. MDDA vice-chairman Banshidhar Tiwari was quoted as saying that only buildings that meet the rules will be compounded. He said no decision would be taken outside the authority's norms or against the city's interest.
What is not yet known. Neither report gave the eligibility conditions, any discount on compounding fees, the application window or a launch date. We could not find an official MDDA order for the scheme. Treat it as planned, not announced.
This has happened before. According to Swatantra Baat, MDDA ran a partial OTS for private clinics in residential areas in 2019. A wider compounding scheme for unauthorised construction was approved in March 2021, with a deadline of 30 September 2021. It was reopened in June 2022 until 30 September. A Holi OTS then ran from March to September 2024. Dandakaranya Samachar's summary of the same history gives slightly different wording on the 2021–22 dates, so check any old deadline with MDDA directly.
Enforcement has not stopped. On 3 September 2026, Amar Ujala reported that MDDA sealed three sites being built without an approved map or permission. They were a commercial tin shed at Gumaniwala, a house on the Ganga bank in Lane No. 1, and a construction near Seema Dental College in Veerpur Khurd, Lane No. 4. Mr Tiwari said the authority would not accept any construction without an approved map or the needed permissions in its area. MDDA secretary Mohan Singh Barnia said illegal building is being watched and sealing will continue.
The online map system was fixed in August. At a review chaired by Mr Tiwari, MDDA found that 399 map files had gone into "auto reject" or "deemed approved" status after their deadlines because of technical faults. Uttarakhand Eye dated the meeting report 19 August 2026, and Asianet News Hindi and The Khabarnama India dated theirs 20 August. The authority ordered that the status of these 399 files be cancelled and that they be resubmitted and processed under the rules. It also ordered a fix for duplicate files being created from a single application, pop-up alerts for officers before a deadline runs out, a dedicated MDDA server, an AI-based system to search its records, and daily reconciliation of fee entries. The reports did not say whether applicants pay fees again on resubmission, or when the changes take effect.
What it means for buyers and owners in Dehradun
This section is our view.
If you own a building with extra floors or no map, wait for the order. An OTS usually means lower or simpler compounding, but the details matter. Read the official order when it comes out. Check whether your type of deviation is covered, what the fee is, and the last date. Do not pay any agent who says they can get you into the scheme early.
Not everything can be compounded. Construction on land where building is not allowed, on a river bank, or far beyond the permitted floor area may not qualify. The vice-chairman's words suggest MDDA will be strict. Our post on flood plain zoning rules explains why riverside land is risky.
If you are buying, ask for the approved map. Compare it with what is built. Count the floors and check the setbacks. If the seller says the extra floor "will be regularised in the OTS", treat that as a risk, not a promise. Ask for the price to reflect it, or for the compounding to be done before the registry. Our list of checks before you pay for a flat covers the other papers.
If your map file was auto-rejected or deemed approved this year, check its status. A deemed approval caused by a system fault may be cancelled. Log in to the MDDA portal or visit the office and confirm where your file stands before you start building.

Questions people ask
Has MDDA launched the 2026 OTS scheme?
Not as of the reports we read. Swatantra Baat reported on 10 October 2026 that MDDA is preparing it for Diwali, but no eligibility rules, fees or dates had been published.
Can a house built without a map in Dehradun be regularised?
Only if the construction is compoundable under MDDA's rules. The vice-chairman said only buildings that meet the norms will be compounded, so some unauthorised work may not qualify.
What happened to the 399 MDDA map files?
They went into auto-reject or deemed-approved status because of technical faults. In August 2026 MDDA ordered their status cancelled and the files resubmitted and processed under the rules.
