Uttarakhand Flood Plain Zoning Rules, October 2026: Dehradun Buyer Guide
The Uttarakhand cabinet on 12 October 2026 approved Flood Plain Zoning Rules to control building and land use near rivers, 14 years after the state passed its flood plain law.

What happened
The state cabinet met in Haridwar on 12 October 2026, with Chief Minister Pushkar Singh Dhami in the chair. PTI, carried by Outlook, reported that it was the first cabinet meeting held in Haridwar. The cabinet approved 13 proposals. One of them matters to anyone buying land or a house near a river.
The new rules. The cabinet approved the Uttarakhand Flood Plain Zoning Rules, 2026 (उत्तराखंड बाढ़ मैदान परिक्षेत्रण नियमावली, 2026). PTI reported officials as saying the rules set out the procedures, standards and framework needed to implement the Uttarakhand Flood Plain Zoning Act, 2012. The aim, according to ETV Bharat and Zee News, is to control land use and construction in flood-prone areas, keep the natural flow of flood water, and protect people, property and key infrastructure.
Why it took so long. The Act was passed in 2012, but rules to put it into practice were only approved now. Prashant News reported on 13 October that hundreds of buildings have come up near rivers since 2012. It quoted former chief secretary Alok Jain as saying the Act should be implemented "in its true spirit".
What is not yet known. None of the reports we read listed exactly what is banned or allowed in each zone, what the penalties are, or when the rules take effect. Under the 2012 Act, a flood zoning authority surveys rivers and recommends limits, and the state government notifies them and can then prohibit or restrict land use there, as Prashant News described. We will update this post when the rules are published.
How much river is already mapped. ETV Bharat reported in early September 2026, citing the irrigation department, that flood plain limits had been finally notified for 697.60 km of rivers. Surveys were complete but preliminary notifications pending on another 1,175.54 km, and studies were under way on 428 km. The notified stretches include the Asan (53 km) and the Rispana in Dehradun. Principal Secretary (Irrigation) R. Meenakshi Sundaram told ETV Bharat the limits are based on the biggest floods of the past 25 and 100 years.
The Rispana numbers differ. In April 2025, ETV Bharat reported that a 22 km stretch of the Rispana, from Shikhar Fall to the Mothrowala confluence, covering 77 hectares on both banks, had been declared a flood plain zone, and that building there would need permission. Its September 2026 report put the notified Rispana stretch at 27 km. We could not confirm which figure is current.
Other land decisions. The same meeting relaxed the access road width for an affordable housing project on about 8.12 hectares in Sisauna village, Bhagwanpur tehsil, Haridwar, from 9 metres to 6 metres, according to Zee News and ETV Bharat. It also corrected a khasra number, from 321/1अ to 321/2अ, in an earlier land use change order covering 24,280 sq m in Bajpur tehsil, Udham Singh Nagar.
What it means for buyers and sellers in Dehradun
This section is our view.
Ask whether the land is in a notified flood plain. If a plot or house is near the Rispana, Bindal, Asan, Song or Tons, check before you pay a token. Ask the irrigation department or the Mussoorie Dehradun Development Authority whether the khasra falls inside a notified zone, and get the answer in writing if you can. A seller saying "the river has never come here" is not enough.
Expect tighter approvals near rivers. Once the rules are in force, a map that would have been passed before may need extra permission, or may not be passed at all. If you are buying land to build on, make the deal conditional on getting a sanctioned map.
Older buildings are the grey area. Many houses on Dehradun's riverbanks predate any notification. The rules may not say clearly what happens to them. Our post on the Rispana flood zone and the 324 houses marked for demolition shows how this has played out so far. A low price on a riverside house can reflect that risk.
Flood risk is also a resale and insurance question. Even outside a notified zone, low-lying land that floods in the monsoon is harder to sell. Visit in July or August if you can, and talk to neighbours. Our list of papers to check before buying a plot in Dehradun covers the other checks.
