Uttarakhand assembly session October 2026: what Dehradun owners should watch

What happened

The session is called. The Governor, Lieutenant General (Retd) Gurmit Singh, has summoned the third session of 2026 of the fifth Uttarakhand Legislative Assembly. ANI, carried by Devdiscourse on 13 October 2026, reported that the House will sit from 11 am on 27 October at the Vidhan Sabha Bhavan in Bhararisain, Gairsain, in Chamoli district. The report cited a press note from the assembly secretariat. Pioneer Edge reported that the notification was issued on 13 October.

How long it runs is not settled in the reports. Wadia News reported that MLAs will meet on 27 and 28 October. Haldwani Live and ETV Bharat said the duration and the detailed agenda had not yet been released. We will update this when the secretariat publishes the programme.

The cabinet cleared the way. At its meeting in Haridwar on 12 October 2026, the state cabinet approved summoning the session and left the date and venue to Chief Minister Pushkar Singh Dhami, ETV Bharat reported.

A supplementary budget of about ₹5,000 crore. Amar Ujala reported on 13 October that the government is likely to bring a supplementary budget of around ₹5,000 crore for 2026-27. Last year's supplementary budget was ₹5,315 crore, the paper said. Finance Secretary Dilip Javalkar told Amar Ujala that departments had sent their proposals and the Finance Department was examining them. Money that departments have not been able to spend may be moved to development work in other departments. The reports did not break the figure down by department, so we do not yet know how much, if anything, goes to housing, urban development or roads in Dehradun.

Two bills are already lined up. The Haridwar cabinet approved two bills for the assembly, ETV Bharat reported. One is the Uttarakhand Fire Service and Emergency Services Bill, 2026, modelled on a 2019 central framework. The other is a second Uttarakhand Jan Vishwas (Amendment) Bill, 2026, which aims to take minor offences out of criminal law and reduce procedural hurdles for business. Neither, as reported, is about land or property.

No land bill announced. None of the reports we read mentioned a bill on the land law, property registration, rent, development authorities or urban local bodies for this session. The big land law change came earlier: the amendment that tightened land purchases by outsiders was passed by the assembly in 2025. In the March 2026 budget session at Gairsain, ETV Bharat listed 11 bills tabled on 10 March, including amendments to the Uniform Civil Code and the shops and establishments law, and the Devbhoomi Family Bill. None of those was a land bill either.

Last monsoon session of this term. The India Daily reported in September that this would be the last monsoon session of the Dhami government's current term. Wadia News described it as the sixth session held at Gairsain under Mr Dhami, ahead of next year's assembly elections. ETV Bharat expected debate on the permanent capital, hill development, infrastructure and migration.

What it means for buyers and sellers in Dehradun

This section is our view.

Nothing changes for your deal yet. As of 14 October, no bill touching stamp duty, circle rates, registration or the land law has been listed. If you are mid-deal in Dehradun, carry on under the current rules. Our guide to registration costs, circle rates and stamp duty still applies.

Watch for bills added late. Governments often table bills that were not in the early reports, and an election year can bring popular measures. If a bill on land, regularisation or urban bodies is introduced, read what it actually says before acting on what a broker tells you. We will report on anything that passes.

The land law rules have not moved. If you live outside Uttarakhand and want to buy, the limits from the 2025 amendment still apply. Read our explainer on buying land in Dehradun from outside the state before you sign anything.

Cabinet decisions matter more right now. The changes that affect owners this month came from the cabinet, not the House: online PAN checks at registration and the Haridwar decisions. See our posts on PAN verification at registration and the Haridwar cabinet's housing and land decisions.

Supplementary budget lines are worth reading. If money is set aside for Dehradun roads, drainage or water, it can matter for the localities involved. But an allocation is not a finished project. Do not pay more for a plot because a seller says a scheme has been "passed". You can browse property for sale in Dehradun on ILA Infra.
