Registering a property in Dehradun in 2026: circle rates, stamp duty and the ₹50,000 fee cap

What happened

Three things decide what a buyer pays the state when a sale deed is registered in Dehradun: the circle rate, the stamp duty rate and the registration fee. Two of the three changed in late 2025, and as of October 2026 those are still the figures in use.

Circle rates were revised in October 2025. ETV Bharat reported on 6 October 2025 that Uttarakhand had brought in new circle rates from 5 October, the first revision since 2023. In Dehradun the increase was roughly 9 to 22 per cent. Its examples were for Rajpur Road between the Clock Tower and the RTO office:

The Realty Today, citing the Times of India, reported that these figures are per square metre. It also said the steepest rise, 22 per cent, was on Thano Road, which links the city to the airport and the Rishikesh highway. Rates still depend on distance from the main road, in three bands: within 50 metres, up to 350 metres, and beyond.

The state Stamps and Registration Department's website lists the current Dehradun circle rate document as dated 5 October 2025, alongside separate lists for Rishikesh, Chakrata and Vikasnagar. We found no newer Dehradun list there as of this writing.

The registration fee cap doubled in November 2025. The registration fee is 2% of the value. A notification dated 16 November 2025, posted on the department's website, changed the maximum in the table of registration fees from twenty-five thousand rupees to fifty thousand rupees. So the maximum fee went from ₹25,000 to ₹50,000. One caution: an older schedule PDF on the e-registration portal still shows the ₹25,000 maximum. Ask the sub-registrar's office which figure it is applying on your date.

Stamp duty for women is unchanged. The department's schedule sets stamp duty on a sale of immovable property at 5%. For a woman buyer it is 3.75% on value up to ₹25 lakh and 5% above that.

What it means for buyers and tenants in Dehradun

This section is our view, with a worked example. Check your own numbers with the sub-registrar or your advocate.

A worked example. Take a flat registered at ₹60 lakh, assuming that is at or above the circle rate value:

Before November 2025 the same fee would have been ₹25,000. The old cap applied to anything valued above ₹12.5 lakh, and the new cap applies above ₹25 lakh. So for most homes in Dehradun the registration fee has gone up by as much as ₹25,000.

Look up the circle rate before you agree a price. ETV Bharat and The Realty Today both noted that a higher circle rate raises what buyers pay the state at registration. Find the plot or flat in the Dehradun list on registration.uk.gov.in, check which road-distance band it falls in, and budget on that basis. If a seller wants part of the price paid outside the deed, walk away. You would end up with a deed that understates what you paid, and that cannot help you later.

Buying in joint names? Ask first. Whether adding a woman co-owner reduces your stamp duty depends on how the concession applies to joint purchases. Ask the sub-registrar before you draft the deed, not on the day.

Tenants are mostly unaffected. These changes are about sales. If you rent, your costs come from the rent agreement itself. If you are renting while you save to buy, browse current homes for rent in Dehradun, and when you are ready, our property for sale in Dehradun page.
