Uttarakhand to verify PAN online at property registration: October 2026

The Uttarakhand cabinet on 4 October 2026 approved online checks of buyers' and sellers' PAN at property registration, and one more year for Class-4 land regularisation in Jaunsar-Bawar.

What happened

The state cabinet met in Banbasa, in Champawat district, on 4 October 2026 with Chief Minister Pushkar Singh Dhami in the chair. Indian Masterminds reported that it was the first state cabinet meeting held outside Dehradun. The cabinet approved 24 proposals. Most were about education, health and administration. A few touch property directly.

PAN checks at registration. The cabinet approved a system to verify the PAN details of buyers, sellers and other parties in property registrations across the state. The work sits with the Stamp and Registration Department. Uktez reported that the PAN given by the buyer and the seller will now be verified online, and that the aim is to stop fake PAN cards being used in land and property deals and to make the data sent to the income tax department more accurate.

None of the reports we read gave a start date or said exactly how the check will work at the sub-registrar's counter. We will update this when the department issues an order.

Class-4 land in Jaunsar-Bawar. The cabinet extended the regularisation of certain Class-3 and Class-4 land held by leaseholders and occupants. Indian Masterminds and Uktez both reported that this covers Class-4 land in the Jaunsar-Bawar area of Dehradun district. For one year, regularisation will be done at 2004 circle rates. After that, the circle rates in force at the time will apply. In Lalkuan Nagar Panchayat in Nainital district, eligible occupants are to get transferable bhumidhari rights.

A new sub-registrar office. A new sub-registrar office was approved for Narendra Nagar in Tehri district. Uktez reported that it will cover 98 villages of Narendra Nagar and 35 of Pawki Devi, which Indian Masterminds gave as 133 revenue villages in all.

Other land decisions. Social News XYZ, carrying an IANS report, said the cabinet also moved ahead with regularising Nazul land in Khatima, Banbasa, Champawat and other parts of the state. Indian Masterminds reported a separate change to conduct rules: some government employees will have to disclose property deals involving firms that do business with the government.

What it means for buyers and sellers in Dehradun

Check your PAN before the registry date. If online verification starts, a mismatch could hold up a registration. Make sure the name on each party's PAN matches the name on the sale deed and on their Aadhaar. A married name, an initial or a spelling difference is the usual problem. Sort it out with the income tax department well before you book the slot.

Ask the seller for their PAN early. Your lawyer or deed writer will need it anyway. A seller who will not share a PAN, or whose PAN name does not match the land records, is a reason to slow down. Our list of papers to check before buying a plot in Dehradun covers the rest of the checks.

It helps against impersonation, but it is not a title check. Online PAN verification should make it harder for someone to register a deal using a fake identity, which is a pattern in several fraud cases reported in Dehradun. It does not tell you whether the seller actually owns the land or whether it is free of disputes. Read our post on the 2026 Dehradun land fraud cases and buyer checks for what to verify beyond identity.

Jaunsar-Bawar occupants have one more year. If your family holds Class-4 land in Jaunsar-Bawar that has not been regularised, the next year is the window to do it at 2004 circle rates. After that the cost goes up to current rates. Ask the tehsil office what papers it needs. Do not buy such land from an occupant until it is regularised and in their name.

Nothing else about registration costs changed. Stamp duty, registration fees and circle rates were not part of these decisions, according to the reports we read.
