Uttarakhand cabinet in Haridwar, October 2026: housing and land decisions

At Haridwar on 12 October 2026 the cabinet eased road rules for a PM Awas housing project, let agencies keep 92% of asset sale money and fixed a land record error.

What happened

The Uttarakhand cabinet met at the Mela Control Bhawan in Haridwar on Monday, 12 October 2026, with Chief Minister Pushkar Singh Dhami in the chair. Indian Masterminds reported that it was the cabinet's first meeting in Haridwar and that it cleared 13 proposals. Most were about recruitment, awards and administration. A few touch housing, land and infrastructure.

Flood plain rules. The best-known decision was the Uttarakhand Flood Plain Zoning Rules, 2026. We have covered them separately in our post on the flood plain zoning rules and riverside land.

A narrower road for a PM Awas project. ETV Bharat and Mukhyadhara reported that the cabinet allowed a 3-metre relaxation in the minimum width of the access road to a proposed affordable housing project under the Pradhan Mantri Awas Yojana. The project is in Sisauna village, Bhagwanpur tehsil, Haridwar district, on 8.1169 hectares. Both reports said the rules require a 9-metre road and the site has a 6-metre road. The cabinet accepted the 6-metre road. Neither report said how many homes the project will have or when it will be built.

Agencies keep most of their asset sale money. The cabinet amended Schedule-3 under Section 49 of the Uttarakhand Investment and Infrastructure (Development and Regulation) Act, 2023. ETV Bharat reported that 92% of the money raised when public agencies, local bodies, state enterprises and autonomous bodies sell or monetise assets will now go back to those agencies, and the state will keep 8%. Mukhyadhara said the aim is to support infrastructure work. The reports did not list which assets or agencies are likely to be involved.

A land record corrected in Udham Singh Nagar. The cabinet corrected an order of 10 November 2023 that changed 24,280 square metres of land in Bajpur tehsil from industrial to residential use. ETV Bharat reported that the khata number in the order is changed from 321/1a to 321/2a. Sources spell the village differently: ETV Bharat and Dynamite News give Bhauna Islamnagar, while Mukhyadhara gives Bhakrana Islamnagar.

Land for an ESI hospital. Haldwani Live and Dandakaranya Samachar reported that 10 acres of land will be made available in Haridwar for an Employees' State Insurance (ESI) hospital. Indian Masterminds mentioned an ESI medical college. ETV Bharat's full list of 13 decisions does not include this item, and none of the reports gave the location of the land. We could not confirm the detail.

Other decisions. The cabinet approved a new Uttarakhand Fire and Emergency Services Bill, 2026, modelled on the Centre's 2019 model bill, for the assembly. It also cleared a second Jan Vishwas (Amendment) Bill to take minor and technical offences out of criminal law, which Dynamite News described as an ease-of-doing-business measure. In-principle approval was given to a society to run the Madan Mohan Malaviya Oriental Research Institute at Rishikul in Haridwar, which ETV Bharat said will include a spiritual tourism centre. What it means for buyers and sellers in Dehradun

This section is our view.

Nothing here changes Dehradun registry costs. Stamp duty, circle rates and registration fees were not on the list in any report we read. If you are mid-deal in Dehradun, carry on as before.

The road relaxation is a single case, not a new rule. The cabinet gave one project an exception. It does not mean private colonies on narrow roads will now get approved. In Dehradun, the width of the road in front of a plot still decides what you can build and whether a map is passed. Ask the MDDA what road width is recorded for the plot before you pay.

Check affordable housing details on paper. If you are offered a PM Awas home in Haridwar or Dehradun district, ask for the approved layout, the allotment letter format and the road access. A government scheme on a 6-metre road is legal after this decision, but traffic and fire access will still matter to you as a resident.

Fire safety rules may tighten. The new fire bill is aimed at industrial growth and city building. Until the assembly passes it and the rules are out, we do not know what it will ask of buildings. Owners of shops, offices and hotels should keep their fire NOCs current. If you rent commercial property in Dehradun, ask the owner for the latest fire NOC.

Land use changes need exact numbers. The Udham Singh Nagar correction shows how one wrong khata number can sit in an order for years. When you buy land that has had a use change, match the khasra and khata numbers in the order with the khatauni and the sale deed.
