Doon Valley notification 2026: state now approves Dehradun's land-use plans
A 2025 change moved approval of Dehradun's master plan and tourism plan from Delhi to the state. A challenge is still before the NGT in 2026.

What happened
The 1989 rule. Since 1 February 1989, the Doon Valley has had its own environmental notification under the Environment (Protection) Act. It covers the valley bounded by the Mussoorie ridge in the north, the Shivaliks in the south-west, the Ganga in the south-east and the Yamuna in the north-west, which takes in Dehradun city. Under the original text and its 2020 version, the Union environment ministry had to approve the valley's tourism development plan, grazing plan, and master plan and land-use plan. Red-category industries were not allowed, and mining needed central approval.
The 2025 amendment. On 13 May 2025, the Union Ministry of Environment, Forest and Climate Change (MoEFCC) published an amendment (S.O. 2125(E)) after a draft issued in December 2023. According to the Gazette text:
- the tourism plan, grazing plan, master plan of development, land-use plan and any zonal or integrated master plan are to be prepared by the state government with all concerned departments, and approved by the competent authority in the Uttarakhand government, not by the Union ministry
- orange-category projects that are not covered by the 2006 Environment Impact Assessment (EIA) notification are to be considered by the Uttarakhand Pollution Control Board
- projects listed in the EIA notification follow that notification's procedure
- some existing industries that were once orange and are now red may expand only under EIA rules or a mechanism set by the state pollution board
The mining clause, which needs Union ministry approval, was not among the paragraphs replaced. On the same day, a separate 2007 order on the valley was rescinded.
The challenge. An NGO, Dev Bhoomi Manav Sansadhan Vikas Samiti, challenged the amendment before the National Green Tribunal (NGT). Down To Earth reported that on 5 August 2025 the tribunal sought replies from Uttarakhand, the state pollution board, the MoEFCC and the Central Pollution Control Board. The applicant argued that the amendment removes protection the valley had under the 1989 notification. The report also recalled a 2023 Uttarakhand High Court order that criticised the state over environmental damage in the valley.
Where it stands in 2026. The MoEFCC filed its affidavit in the case on 14 March 2026, with the Doon Valley notifications attached. The NGT's cause list shows the case (OA 392/2025) listed before Court No. 1 on 10 July 2026. We did not find a final order. Until the tribunal rules otherwise, the 2025 amendment remains the notified text.
What it means for buyers and owners in Dehradun
This section is our view.
The master plan is now a state matter end to end. Under the amendment, Dehradun's master plan and land-use plan do not need Union ministry approval. That matters for the draft Dehradun Master Plan 2041: once the state approves it, there is no second approval in Delhi under this notification. Land-use zoning in that plan will decide where homes, shops and hotels can come up.
Individual houses are not directly affected. The notification deals with plans, industry, tourism and mining. A house or a small building still needs a map passed by the Mussoorie Dehradun Development Authority (MDDA) under building bylaws. Our post on earthquake-safe building bylaws covers those rules.
Watch the NGT case if you are buying near forests or rivers. If the tribunal sets aside or stays the amendment, approvals given under the new process could face questions. Buyers of land meant for resorts, hotels or industry should ask what approvals the seller has, and under which version of the rule. Our guide to questions before buying land in Uttarakhand lists the documents to check.
Industry-side plots. Orange-category units outside the EIA list now go to the state pollution board. That may speed up some approvals in industrial areas such as Selaqui, but red-category units remain barred.
Questions people ask
What is the Doon Valley notification?
It is a 1989 Union environment notification that restricts industry, mining and other development in the Doon Valley and sets how plans for the valley are approved.
What changed in May 2025?
Approval of the valley's tourism, grazing, master and land-use plans moved from the Union environment ministry to the Uttarakhand government. Some industry approvals moved to the state pollution board.
Has the NGT cancelled the change?
We found no such order. The case was listed in the NGT on 10 July 2026, after the ministry filed its affidavit in March 2026.
