Dehradun tenant verification 2026: police fines and UCC rules for landlords
Dehradun police fined 41 landlords and owners ₹4.10 lakh in an October 2026 tenant verification drive. Here is what owners, PG operators and tenants must do.

What happened
The October drives. Under what police call Operation Prahar, Dehradun police verified more than 600 people from other districts and states in Vasant Vihar, Vikasnagar and Selaqui, Pioneer Edge reported on 5 October 2026. Police said 41 landlords and owners of establishments were penalised under Section 83 of the Police Act, with fines totalling ₹4.10 lakh, which works out to ₹10,000 each. Fifteen people were taken to the police station for checks.
A week later, on 12 October 2026, the same outlet reported that police and fire department teams inspected paying guest accommodations and hostels in Clement Town. Twelve PG, hostel and similar operators were fined a total of ₹1.20 lakh under Section 83 for not verifying tenants, and 178 outsiders and tenants were verified. The teams also checked fire safety equipment, and officials warned of strict action if lapses were found in later inspections.
The state push. On 7 April 2026, Uttarakhand's Additional Director General of Police (Crime and Law and Order) reviewed police verification with district police chiefs, ANI reported. He directed that provisions of the Uttarakhand Police Act, 2007 on verifying tenants and domestic help be widely publicised, that verification in residential apartments and gated colonies be 100%, and that it be treated as a continuous process rather than a one-off drive. Where tenants or domestic workers cannot produce documents, police were told to check them through national databases such as the ICJS portal.
This is not new, but it is steady. In May 2025, Pioneer Edge reported fines of ₹16.8 lakh on 168 house owners in one drive and ₹23.8 lakh on 238 owners in another, both under Section 83. In July 2025 it reported ₹7.5 lakh in fines on 75 owners, including hostel and homestay operators, across areas such as Selaqui, Nehru Colony and Rispana Nagar.
The UCC layer for couples. Uttarakhand's Uniform Civil Code requires live-in couples to register their relationship. The state's UCC portal lists a ₹500 fee and says that for a rented home the couple must submit a utility bill and the rent agreement, with a landlord NOC where needed. Residence proof can include a rent agreement with tenant verification. BOOM reported in January 2025 that under the rules a landlord cannot refuse to rent to a couple only because they are unmarried if they hold a registration certificate or provisional certificate, and that landlords should ask for that certificate. SheThePeople reported that landlords who fail to check can face a fine of up to ₹20,000.
2026 changes. A UCC amendment ordinance promulgated by the Governor took effect in January 2026, IANS reported. It lets the Registrar issue a termination certificate when a live-in relationship ends and gives the Registrar General power to cancel registrations, including live-in registrations. The report did not mention any change to landlord duties. Petitions challenging the UCC, including its live-in provisions, have been heard by the Uttarakhand High Court; we did not find a final ruling.
What it means for owners and tenants in Dehradun
This section is our view.
Verify before the keys change hands. Recent reported fines work out to about ₹10,000 per owner. That is more than many owners make in a month from a single room. Keep the verification record with your rent agreement.
PGs and hostels are being checked together with fire safety. If you run a PG near colleges in Clement Town, Prem Nagar or Selaqui, expect a joint visit. Have your tenant register, verification slips and working fire extinguishers ready.
Homestay hosts are covered too. The July 2025 drive named homestay operators among those fined. If you host guests, see our post on Uttarakhand homestay rules for 2026.
Couples renting together. A registered couple needs a copy of the rent agreement and, in some cases, your NOC to complete registration. Asking for the certificate is lawful. Refusing a registered couple only because they are unmarried is not, according to the rules as reported.
Tenants. Verification protects you as well, since it puts your tenancy on record. Our owner checklist for renting out a house or shop covers agreements, deposits and paperwork. You can also browse homes to rent in Dehradun.
