Dehradun Nagar Nigam ordered a ward-wise survey in September 2026 to bring new buildings, extra floors and homes used as shops or offices into the house tax net.

Dehradun Nagar Nigam 2026: ward survey to tax new and commercial buildings

What happened

A review of tax collection. On 5 September 2026, Municipal Commissioner Alok Kumar Pandey reviewed property tax and revenue collection, Pioneer Edge reported. Deputy Municipal Commissioner Tanveer Marwah, Assistant Municipal Commissioner Vinay Pratap Singh and the tax superintendents and inspectors attended.

New buildings to be surveyed. Pioneer Edge reported that the commissioner asked for newly built buildings and commercial establishments to be brought into the property tax system through area-wise surveys and checks of records. He asked for records to be updated where a property's area, use or tax details have changed. He also asked for special verification drives in areas with a lot of new construction, and for ward-wise reviews of demand and collection. Pioneer Edge quoted him as saying that higher municipal revenue would help improve sanitation, street lighting, roads, drains and parks.

Which areas. Doon Horizon, reporting the same meeting on 5 September, said physical verification would be done ward by ward in all 100 wards. It named Rajpur Road, Sahastradhara Road, Shimla Bypass and GMS Road as focus areas. It said the review had found dozens of new buildings with no tax assessment, homes with residential permission being used commercially, and extra built-up area not reflected in tax. Doon Horizon also reported a target of full recovery before the last quarter of the financial year, with weekly reviews. Pioneer Edge did not name these roads or give that target.

Tougher steps for defaulters. Both reports said action would follow against large defaulters who had ignored repeated notices. Doon Horizon listed bank account attachment, recovery certificates (RC) and legal cases once notice periods run out.

A shop in Ghosi Gali. On 15 September 2026, Doon Horizon reported that the Nigam would seize a commercial shop in Ghosi Gali whose leaseholder owed it ₹28,84,315, and put it up for a fresh public auction. It said a final notice dated 5 September gave three days to pay, and that RC proceedings had begun. It also said the shop had allegedly been sold on three times in breach of the lease. These are lease dues on a Nigam shop, not ordinary house tax.

The background. For 2025-26, the Nigam's house tax target was ₹75 crore. ETV Bharat reported in March 2026 that about ₹57 crore had been collected, under then commissioner Namami Bansal. Uttarjan reported on 27 March 2026 that collection was expected to reach ₹55 to 60 crore, and that over 50 institutions owed ₹1 lakh or more each. We did not find a final 2025-26 figure or a 2026-27 target in the reports we read.

What about a GIS or drone survey? Amar Ujala reported in June 2022 that the Urban Development Directorate planned GIS-based property surveys and an electronic property register for all civic bodies in the state. None of the 2026 reports we read said whether Dehradun's new survey uses GIS, drones or property QR plates. We will update this if the Nigam says.

What it means for buyers and owners in Dehradun

This section is our view.

Check the tax record before you buy. Ask the seller for the latest house tax receipt and the property ID. Make sure the area and use shown match what you are buying. If a house has added a floor or a shop that is not on the record, the Nigam may reassess it, and arrears can follow the property. Our checks before you pay for a flat cover the other papers.

Commercial use costs more. If you run a shop, clinic or office from a house, expect to be taxed at commercial rates once the survey reaches you. It may also raise questions with MDDA about the approved map. If you are renting space for a business, ask the owner whether the building is assessed as commercial. You can compare commercial property for rent in Dehradun on ILA Infra.

Update your own record first. The Nigam's website links a self-assessment form. If you have built more or changed how you use the building, it is usually better to declare it than to wait for an inspector. Our post on the 2026-27 house tax rebate and penalty explains the payment rules.

Paying tax does not prove ownership. ETV Bharat quoted the Nigam in February 2026 as saying that a house tax receipt gives no right over land. Do not treat a tax receipt as a title paper.

Questions people ask

Is Dehradun Nagar Nigam surveying properties in 2026?

Yes. On 5 September 2026 the commissioner ordered ward-wise and area-wise surveys to bring new buildings and commercial use into the tax net, according to Pioneer Edge and Doon Horizon.

Will my house tax go up if I added a floor or opened a shop?

The reports said tax will be reassessed where built-up area or use has changed. The exact rates and dates were not given in what we read.

Is the survey using GIS or drones?

The 2026 reports we read did not say. A GIS-based survey for all Uttarakhand civic bodies was announced in 2022, but we could not confirm its status in Dehradun.
