Dehradun festive registry 2026: stamp revenue at 37%, deeds down 5–6%

What happened

The festive buying season has started. Navratri 2026 runs from 11 to 19 October, with Dussehra on 20 October, according to a Navratri buying guide published by Home Bazaar. Many families in Dehradun prefer to book a flat or register a sale deed in this period. We looked for festive figures from the Dehradun registry offices and did not find any published yet. What has been published is the state's revenue picture going into the season.

Revenue ahead of other departments. ETV Bharat reported on 17 September 2026 that the Stamp and Registration Department had collected ₹1,143 crore up to 31 July 2026, against a target of ₹3,092 crore for 2026-27. That is 37% of the year's target in four months. It was the best performance among the state's main revenue departments. Across all departments, the state had collected ₹17,743 crore of a ₹67,526 crore target, or 26%.

Fewer deeds, more money. The same report said the number of registered documents had fallen by 5 to 6 percent. Revenue still rose because of the revision of circle rates. Circle rates are the minimum values on which stamp duty is charged. Dehradun's current rates have applied since 5 October 2025, as we covered in our post on registration costs in Dehradun in 2026. ETV Bharat did not name an official for these figures and did not break them down by district. So we do not know if Dehradun's fall in deeds is bigger or smaller than the state average.

Virtual registration "in three to five months". ETV Bharat also reported that the department plans to bring in virtual registration in phases over the next three to five months. It said the department wants to link the Uniform Civil Code portal with sub-registrar offices, to make it easier to register succession documents. It also plans a review of provisions in the Stamp Act.

A long-promised change. Virtual registration is not new as an idea. Inbox Uttarakhand reported on 5 December 2023 that the state cabinet had approved registry without visiting the office, with parties verified by video and deeds signed electronically. Drishti IAS reported on 11 February 2025 that Finance Minister Premchand Aggarwal had said the Uttarakhand Online Document Registration Rules 2025 would go to the cabinet. Those rules described video KYC, Aadhaar authentication, digital signatures by the sub-registrar and updates by WhatsApp and email. As of mid-October 2026, we found no report that it has started in Dehradun.

A rate rise just before the festivals. Business Today reported on 7 October 2026 that the RBI had raised the repo rate by 25 basis points to 5.50%, its first rise since February 2023. Industry leaders it quoted, including CREDAI president Shekhar Patel, said they did not expect the rise to derail Navratri and Diwali sales. Aadhar Housing Finance's Rishi Anand said first-time and lower-income buyers were likely to be more sensitive to the change.

What it means for buyers and sellers in Dehradun

This section is our view.

Book your registry slot early. Auspicious dates bring a rush at the sub-registrar offices. If you want to register on Dussehra or Dhanteras, book the appointment and get the stamp paper ready well before. Keep a back-up date in case the server or the office is busy.

Do not wait for virtual registration. The department has talked about it since 2023. If your deal is due this festive season, plan to go to the office in person. Any new online step will come with its own rules on Aadhaar and video checks, and the first weeks of a new system are rarely smooth.

Higher circle rates mean higher stamp duty, not always higher market prices. The revenue figures show the state is earning more per deed. For you, that means the duty bill is based on a higher floor. Check the circle rate for your exact locality and road before you agree a price. Also check whether the deal value written in the deed matches what you are paying.

Festive offers need the usual checks. A discount or a waived fee does not change what you must verify. Check the project's RERA registration, the approved map and the title. Our guide on checks before you pay for a flat in Dehradun lists them. If you are borrowing, read our note on the October 2026 repo rate rise and home loan EMIs before you lock a rate.
