Vikasnagar sewer and water work October 2026: old connections to stay

What happened

A deal with traders. Amar Ujala reported on 6 October 2026 that a standoff between Vikasnagar traders and the agency laying new sewer and drinking water lines had ended. Area MLA Munna Singh Chauhan mediated a meeting between Uttarakhand Jal Sansthan, the construction company EMS and the local trade association. Traders asked that sewer and water connections already running in shops be kept as they are, and that new shops get fresh connections. According to the report, it was agreed that the old commercial connections will stay, and that the remaining construction work will be done after Diwali because of the festival season.

The report did not say how many shops are affected, what a new connection will cost, or when work will restart. We have not seen an official order on the terms.

What the project is. The work is part of the Uttarakhand Livability Improvement Project (ULIP), funded by a $200 million Asian Development Bank loan. An ADB social monitoring report says the loan was approved on 22 October 2024 and closes on 31 May 2032. It is run by the Uttarakhand Urban Sector Development Agency.

For Vikasnagar, the ADB report lists:

  • a 7 MLD sewage treatment plant (STP), with a 10 kilolitre-a-day septage co-treatment unit
  • about 55 km of sewer collection lines (another section of the report gives 58 km of new or upgraded sewer pipes)
  • 7,500 households with new or upgraded sewer connections, and 2,000 with septage co-treatment
  • six new tube wells, five overhead tanks and about 119 km of water distribution pipes
  • 8,200 house water connections with automated meter reading during construction, and 3,600 more in the operation phase; another part gives 9,840 smart meters for the town

The report says Jal Sansthan handed over land for the STP at Shantidham, Vikasnagar. Up to June 2025, it recorded 44 km of water pipeline and 20 km of sewer network laid in Vikasnagar.

Earlier complaints. The work has not been smooth. In September 2025, Dynamite News reported residents of Dinkar Vihar alleging poor-quality material and night-time work, and complaining of broken roads. That report put the project cost at ₹533 crore, a figure we could not confirm from the ADB papers. In June 2026, Amar Ujala reported that residents of ward 3 of Vikasnagar had been without water for nearly a month and were buying it privately. Doon Horizon reported on 25 June 2026 that sewage had leaked into a drinking water line on 28 Foota Road during repair work, and that residents said people had fallen ill since 5 June.

What it means for buyers and tenants in Vikasnagar and Dehradun

This section is our view.

Ask whether the property is on the new network. If you are buying or renting in Vikasnagar, ask the seller or landlord whether the house or shop already has a new sewer and metered water connection, or is still on a septic tank and old line. Check the latest Jal Sansthan bill in the owner's name.

Shop buyers should get the connection in writing. The 6 October agreement covers existing commercial connections. If you are buying or leasing a shop, make sure the connection is in the seller's name and its bills are paid, so it carries over. A new shop will need a fresh connection, and the cost was not reported.

Expect digging after Diwali. Work is due to restart after the festival. Roads near the line may be dug up for weeks. If you plan to move in or open a shop, ask the ward office which streets are next.

A sewer line can add value, but only once it works. A house connected to a working sewer and steady water supply is easier to sell or let. Do not pay extra on a promise that a colony "will get the sewer soon".
