Rispana flood zone 2026: 324 Dehradun houses face removal after monsoon

Dehradun Nagar Nigam has served final notices on 324 houses in the Rispana river flood zone and says demolition will follow the 2026 monsoon, once families move to MDDA flats.

Rispana flood zone 2026: 324 Dehradun houses face removal after monsoon

What happened

324 houses marked in the first phase. ETV Bharat reported on 1 August 2026 that the Dehradun Municipal Corporation had identified the 324 highest-risk buildings in the Rispana flood zone as the first phase of removals. Municipal Commissioner Alok Kumar Pandey said these buildings had been identified and served notice. ETV Bharat said final reminder notices were to go out within a week.

Removal after the monsoon. On 5 August 2026, Doon Horizon and Jantak reported that the final notice had been issued and that demolition would start after the monsoon ends. Jantak quoted the commissioner as saying the work would begin after the monsoon. Gulistan News reported that he said the drive had been paused during the rains because of the risk to life. Jantak reported that rehabilitation must be completed before any house is pulled down.

Some government buildings already gone. Doon Horizon and Jantak both reported that three government structures in the flood zone, a school, a panchayat building and a tubewell, had already been demolished. ETV Bharat's 1 August report put the number of government properties being removed at six.

More houses may follow. Doon Horizon reported that a new survey was under way to find more encroachments. ETV Bharat reported that the scope will widen as the Irrigation Department supplies updated flood zone coordinates for the Rispana and Bindal.

Why now. ETV Bharat and Jantak said the action follows orders of the National Green Tribunal and the Uttarakhand High Court. The flood zone line itself comes from a scientific survey by the Irrigation Department. In September 2025, Pioneer Edge reported that the NGT had ordered all structures in the Rispana flood zone to be demolished. The NGT said no permanent structure would be allowed to stand there. That report put the number of unauthorised homes in the flood-prone area at about 525. It said the drive had stalled earlier because of court cases and local resistance.

Residents do not want the flats. The rehabilitation homes are 324 flats built at Kath Bangla, also near the Rispana, ETV Bharat reported on 9 August 2026. They are one-room (1BHK) units with power and water connected. Residents told ETV Bharat that the flats are also close to the river and that there would be no way out if the water rose. They said one room was too small for their families. Most reports describe the new homes as MDDA affordable housing flats. Gulistan News described them as residential plots. We have gone with the flats, which ETV Bharat reported from the site.

What we do not know. We found no report confirming that demolition had started by 13 October 2026. None of the reports we read gave an exact start date. They also did not name every colony covered or say how many families had already shifted.

What it means for buyers and tenants in Dehradun

This section is our view.

Flood zone land cannot be made safe by paperwork. These houses are being removed under tribunal and court orders, not because of a missing map approval. Paying a penalty or getting a later regularisation will not fix that. If a plot or house is inside a notified river flood zone, assume it can be taken down. The owner may get no compensation, especially if the land was never theirs to sell.

Ask where the river line is before you pay. Many cheaper plots and houses near the Rispana, Bindal, Song and smaller seasonal streams sit close to the bank. Ask the seller for the khasra number. Then check with the tehsil and the Irrigation Department whether any part falls in the flood zone or on river or government land. A notarised agreement or a "power of attorney" sale on such land is a red flag. Our papers to check before buying a plot in Dehradun lists the basics.

Watch the further surveys. The city has said more houses could be added once new coordinates come in. If you already own near either river, keep your sale deed, mutation and house tax records in order. Watch for notices from the Nagar Nigam.

Tenants should check too. Rents in riverside colonies can be low for a reason. Before you sign, ask the landlord whether the house has received any notice. Do not pay a large advance on a house that has.

The riverbank plans are linked. The flood zone clearance overlaps with the long-running plans for the river corridors. Read our post on the Rispana-Bindal elevated road for that project. If you want homes away from the riverbeds, you can browse houses for sale in Dehradun on ILA Infra.
