MDDA surveys Mussoorie for hotels and restaurants in homes, October 2026: up to 200 could be checked
MDDA began a survey across Mussoorie on 12 October 2026 to find hotels, restaurants and shops running in buildings passed only as homes. Garhwal Post reported that more than 200 establishmen

What is happening
A city-wide check. Garhwal Post reported on 16 October 2026, in a story datelined 13 October, that the Mussoorie Dehradun Development Authority (MDDA) started a survey on Monday across Mussoorie. It covers hotels, restaurants, shops and other commercial establishments. The aim is to compare each building's approved use with how it is actually being used.
Up to 200 establishments. According to the paper's sources, more than 200 hotels and restaurants in Mussoorie could fall under the survey. The paper stressed the number is tentative, and that an establishment is not illegal just because it is surveyed. Each case has to be judged on its approved plan, permitted use and the rules that apply.
No word yet from MDDA. The report said MDDA had not issued an official statement on the survey, its timeline, or what action would follow in cases of violation.
Why now
Garhwal Post linked the survey to a Supreme Court order. It said that on 25 March 2026, in Loganathan vs State of Tamil Nadu and others, a bench of Justice Ahsanuddin Amanullah and Justice R. Mahadevan expressed concern about residential colonies turning commercial and about violations of building bye-laws and land-use rules. The bench directed municipal bodies in state and Union Territory capitals to identify commercial activity in residential areas, and asked their commissioners to file affidavits. The paper also reported that the survey began ahead of the Uttarakhand Chief Secretary's scheduled appearance before the Supreme Court.
What it means for owners and buyers
This section is our view.
Check the map's use, not just the map. Many Mussoorie hotels, cafés and homestays run in buildings whose passed map says "residential". If you own or are buying one, look at the approved use on the sanctioned map. A residential map does not cover a hotel or restaurant.
Homestays are a separate case. A registered homestay, where the owner lives in the house and lets a few rooms, is allowed under Uttarakhand's homestay rules. A building run as a full hotel on a residential map is not the same thing. Our post on the state's homestay rules explains the difference.
This is not only about Mussoorie. The Supreme Court's direction covers capital cities, and Dehradun is one. Owners in Dehradun running shops, offices or guest houses from residential buildings should check their papers too. Our post on the Unified Zoning Regulation explains why a commercial map on a residential plot is now harder to get.
Buying a running hotel? Price in the risk. A hotel on a residential map can be sealed. Our post on the Library Road hotel MDDA sealed this month shows how quickly that can happen.
