Mussoorie October 2026: MDDA seals hotel on landslide-prone Library Road
MDDA sealed 12 rooms and a basement of a hotel on Mussoorie's Library Road in October 2026, a stretch a Wadia Institute study lists among the town's most landslide-prone spots.

What happened
A hotel sealed on Library Road. The Mussoorie Dehradun Development Authority (MDDA) sealed 12 rooms and a basement at Hotel Atithi on Library Road in Mussoorie, Asianet News Hindi and News Height reported on 9 October 2026. Both reports named the owner as Devendra Agrawal. They said the rooms and basement had been built against the approved map and building rules. Neither report said whether the owner had been served notices before the sealing, or what happens to the hotel's existing guests and bookings.
What MDDA said. Asianet News Hindi quoted MDDA vice-chairman Banshidhar Tiwari as saying illegal commercial construction in an important tourist area like Mussoorie will not be accepted under any circumstances. News Height quoted him as saying the Chief Minister had given clear directions that building rules be strictly followed. MDDA secretary Mohan Singh Barnia was quoted as saying construction in Mussoorie is being regularly monitored. The reports gave environmental damage, traffic, parking and drainage as the reasons MDDA is concerned about unplanned building in the hills.
Not the first case this year. On 31 March 2026, Samachar UP UK reported that MDDA had sealed an under-construction building on Camel Bank Road, Mussoorie, near Welmount Cottage. The report said it was being built without an approved map. Assistant engineer Ajay Malik was present with police. MDDA described its approach in Mussoorie as zero tolerance, with sealing and demolition for violations.
Library Road is on the landslide list. A Wadia Institute of Himalayan Geology study mapped 84 sq km of Mussoorie. Curly Tales reported it in October 2025, and Rozana Spokesman carried it again on 27 July 2026. Both reports said about 15% of the area has high landslide susceptibility, 29% moderate and 56% low. The most vulnerable spots named were Bhattaghat, George Everest, Kempty Fall, Khatta Pani, Library Road, Galogidhar and Hathipaon. The study blamed steep slopes, fractured rock, road cutting and unplanned construction. Curly Tales quoted lead researcher Dr Anil Joshi as saying these areas cannot sustain the current level of construction and human activity.
Landour Bazaar is still sinking. ETV Bharat reported in November 2025 that the stretch of Landour Bazaar between the main market, the Jain temple and the old Kohinoor building had sunk by almost a foot, with cracks in the road, shops and houses. Locals blamed illegal digging and unplanned building in the lower bazaar. An IIT Roorkee team had inspected the area, but ETV Bharat said its findings had not been made public. We could not find a 2026 report saying that repair work had started.
The road is fragile too. Panchur Varta reported a landslide near Paniwala Band on the Dehradun–Mussoorie road at about 5 am on 1 September 2026. Traffic stopped in both directions while the PWD cleared debris.
What it means for buyers and builders in Mussoorie and Dehradun
This section is our view.
MDDA is acting on completed buildings, not just new ones. Hotel Atithi was already running. If you are buying a hotel, guesthouse or homestay in Mussoorie, ask for the sanctioned map and the completion certificate, and check the built structure against the map floor by floor. Extra rooms or a basement that are not on the map can be sealed after you have paid.
Check the location against the landslide map. If a property is on Library Road, near Kempty Fall, George Everest, Bhattaghat or the other named spots, assume approvals will be harder and insurance and resale may be affected. Get a structural engineer to look at slope, drainage and retaining walls before you sign.
Old Landour buildings need extra care. Many Landour Bazaar buildings are close to 200 years old and sit in an area that is visibly subsiding. Do not pay a premium for a heritage shop or house there until the official inspection findings are public.
Do not rely on a seller's "it will be regularised". MDDA has said it treats building against the approved map seriously. Our post on MDDA's 2026 sealing and demolition drive explains what to check, and our note on Uttarakhand's 2026 seismic building rules covers structural safety.
