Mussoorie 2026: tourist registration gaps, capacity study and a ₹4,000 cr bypass

RTI data show only a fraction of Mussoorie's visitors register online, and NHAI is preparing a DPR for a Dehradun–Mussoorie bypass. Here is what that means.

Mussoorie 2026: tourist registration gaps, capacity study and a ₹4,000 cr bypass

What happened

Registration is mandatory, but few register. Since 1 August 2025, tourists going to Mussoorie have had to register online on the Dehradun Smart City portal before arrival, giving vehicle numbers, passenger numbers, dates and where they will stay, Outlook Traveller reported when the system began. Police were to check receipts at the Kincraig and Picture Palace checkpoints. The report said there was no registration fee and no cap on visitor numbers at the time.

On 3 August 2026, Amar Ujala reported that Dehradun social activist Anoop Nautiyal had questioned how the system works. Citing RTI data, he said 1,16,008 tourists registered between August 2025 and May 2026. For January to May 2026, there were 58,732 registrations, against 3,78,037 visitors counted in January to May 2022. His estimate was that only 10–15% of tourists are being registered.

A capacity committee. The same report said a nine-member committee had been formed under the chairmanship of the Chief Secretary to assess Mussoorie's carrying capacity and recommend measures. Outlook Traveller had earlier noted that in 2023 a National Green Tribunal panel recommended limiting tourist numbers, warning of environmental stress in the town. We did not find a published carrying-capacity limit or report from the committee.

A bypass under study. On 9 September 2026, Pioneer Edge reported that the National Highways Authority of India (NHAI) is considering a greenfield bypass linking Dehradun with Mussoorie to take through traffic away from the hill town. The detailed project report (DPR) is being prepared, with IIT Roorkee and the Wadia Institute of Himalayan Geology giving technical advice. The tentative cost is about ₹4,000 crore, and NHAI project director Saurabh Singh said the final cost and alignment will be fixed only after the DPR is approved. This is a proposal, not a sanctioned project.

The ropeway. The Dehradun–Mussoorie ropeway from Purkul was earlier reported with completion targets in 2026. We did not find a 2026 update we could verify, so we have left it out of this report.

What it means for owners, hosts and buyers

This section is our view.

Expect more checks, not fewer. A registration system that captures 10–15% of visitors gives the government a reason to tighten it, and a carrying-capacity committee could lead to limits on vehicles, new construction or new hotel rooms. Nothing has been notified yet, but anyone planning a hotel or guest house in Mussoorie should factor in that risk.

Hosts in Mussoorie and on the road up. If you run a homestay or guest house, make sure it is registered and that you keep guest records. Our post on Uttarakhand homestay rules for 2026 explains registration.

Dehradun as the base. Traffic and parking pressure in Mussoorie may push more visitors to stay in Dehradun and go up for the day. Owners with stays on Rajpur Road, in Kishanpur or near Malsi are best placed for this. Travellers can compare stays in and around Dehradun.

Do not buy on a bypass line. A ₹4,000 crore bypass still at the DPR stage has no fixed alignment. Plots sold as being on the future Mussoorie bypass are a guess. If you want land on the Mussoorie side of Dehradun, check access, slope and approvals today. Our property listings in Malsi, on the road to Mussoorie, are a starting point.
