MDDA land pooling scheme in Kalyanpur, Dehradun 2026: where it stands
MDDA's board cleared a free land-use change for phase one of its Kalyanpur land-pooling scheme in August 2026. No plots are on offer yet, and no later progress has been reported.

What happened
Kalyanpur is in Pargana Pachhwadoon, in the Vikasnagar area west of Dehradun. The Mussoorie Dehradun Development Authority (MDDA) plans and approves building there.
The board decision, 5 August 2026. Doon Horizon reported on 5 August 2026 that MDDA's 114th board meeting passed 25 proposals. The meeting was chaired by Garhwal Commissioner Anand Swarup. Vice-chairman Banshidhar Tiwari, Secretary Mohan Singh Barnia and Joint Secretary Gaurav Chatwal were present. One proposal concerned MDDA's land-pooling scheme at Kalyanpur. For land under the scheme, the authority had prepared a layout for the first phase. It asked that the land use of this layout be changed free of charge. The board allowed the proposal to go ahead under the rules. ETV Bharat reported the same decision on 6 August.
What the reports leave out. Neither report gave the area of the scheme, the number of plots, the number of landowners, prices or a timeline. Both describe the first-phase land as land "bought" (खरीदी गई) under the scheme. They do not say how much land was pooled from farmers and how much MDDA paid for. We found no report after August of surveys, landowner consent, objections, a notified layout or a plot sale. As of 21 October 2026, the plain answer is that the scheme has a board nod for phase one and little else is public.
Other MDDA land plans. Hill Live reported on 13 January 2026 that an MDDA meeting chaired by Mr Tiwari discussed land pooling for low-income housing. Officers were told to develop a new township on land bought at Dharmawala-Vikasnagar and to speed up buying land in the Herbertpur area. They were also told to prepare, within a week, proposals for EWS, MIG and HIG housing on the river-front area and Haridwar Bypass, using the shelter fund. We found no later report of a township layout at Dharmawala.
The state housing department. Pahad Ka Pathar and Voice of Uttarakhand reported on 20 February 2026 that Housing Secretary Dr R. Rajesh Kumar, reviewing the Uttarakhand Housing and Development Council, ordered faster allotment of plots and buildings in Dehradun and other cities. He said the council would follow a land-pooling model like Uttar Pradesh's to build large residential schemes with landowners, and to check illegal plotting. Neither report named a Dehradun site or an open scheme.
Not the same Kalyanpur. On 17 October 2026, MDDA demolished about 10 bigha of illegal plotting at a place Doon Horizon called Kalyanpur, New Highway, Shimla Bypass, in Selaqui. The report said the colony had no layout approval. It did not mention the land-pooling scheme. We covered that drive in our report on MDDA's Selaqui demolitions.
How land pooling works
Land pooling means owners hand over their land to an authority. The authority lays roads and services and returns part of the land as developed plots. It keeps the rest for roads, parks and plots it can sell.
Uttarakhand's cabinet approved the Land Pooling Scheme (Implementation) Rules, 2025 on 10 December 2025, News Arena India and ETV Bharat reported. ETV Bharat gave these terms:
- Taking part is voluntary. Land is not acquired by force.
- An owner gets up to 24 per cent of the land back as developed plots and 7 per cent as developed commercial plots. In some cases the share is 22 per cent and 6 per cent.
- An owner who does not want the commercial plots can take 14 per cent in developed plots instead.
- Owners get a monthly livelihood allowance for up to three years.
- An owner with less than 250 square metres gets cash instead of plots.
- The base map and draft layout are due within 90 days, followed by a 15-day window for objections.
These are press summaries of the rules. The notified text is the authority.
What it means for plot buyers and landowners
This section is our view.
There is no MDDA plot to buy in Kalyanpur yet. The board has approved a land-use change for one phase. That is an early step. Under the state rules, a layout has to be drawn, published for objections and finalised before plots exist. If anyone offers you a plot "in the MDDA land-pooling scheme" today, ask for an MDDA allotment letter and a receipt in MDDA's name. Do not pay a middleman.
Do not confuse the two Kalyanpurs. The colony razed on 17 October carried the Kalyanpur name and was unapproved. A place name on a brochure says nothing about approval. Ask for the MDDA layout approval and find your plot number on it. Our list of papers to check before buying a plot in Dehradun covers the rest.
Landowners in the Kalyanpur area should ask MDDA directly. If you own land near the scheme, ask the authority in writing whether your khasra is in the pooling area and what share you would get back. Under the rules, joining is voluntary. Keep copies of everything you sign.
Watch for a published layout. The rules give a 15-day objection period after the draft layout. That notice is the sign the scheme is moving, and the moment to check where roads and returned plots fall.
Until then, plots on the Vikasnagar side are private sales. Our guide to plots for sale in Dehradun and our note on where Dehradun's plots are explain the belts and the checks.
