Dehradun tea garden land 2026: Niranjanpur probe and the ceiling ban
A Dehradun committee is probing alleged sales of sealed tea garden and johad land in Niranjanpur, as Uttarakhand moves to take back misused tea estate land under ceiling law.

What happened
A probe in Niranjanpur. Amar Ujala reported on 17 September 2026 that a committee headed by the ADM (Administration) is examining suspected large-scale buying and selling of tea garden land and johad (pond) land in revenue village Niranjanpur. The committee was set up on the District Magistrate's orders. Former pradhan Ramsukh, who is a member of the committee, gave it details of 110 properties, the paper said. He alleges that sealed tea garden land, about 90 bigha of johad land and other government land were sold, in breach of Supreme Court orders, and that crores in stamp duty were evaded. Amar Ujala put the value of the land at more than ₹10 billion (₹1,000 crore). That figure is the complainant's claim, not an official estimate.
Where the case stands. According to Amar Ujala, Ramsukh has raised the issue for 11 years and complained to the then District Magistrate last year. The SDM (Sadar) did a preliminary inquiry, and the District Government Advocate advised that a further inquiry was needed. Ramsukh wrote to the District Magistrate on 16 June about threats to his safety. No finding or action against any buyer or seller had been reported when we checked.
Why tea garden land is different. Dehradun's old tea estates were allowed to hold land above the ceiling limit as long as it stayed under tea. Sarhad Ka Sakshi reported in May 2023 that ADM Dr Shiv Kumar Barnwal's court ruled that such land transferred without state government permission after 10 October 1975, the date of a Supreme Court order, vests in the state. In that case, 6.70 acres in Chak Raipur sold in 1987 was ordered to pass to the government.
A district ban since 2023. Amar Ujala reported on 17 May 2023 that the then District Magistrate Sonika banned sales of about 3,000 bigha of tea garden land in 15 villages, on the ADM's recommendation. The villages listed include Arcadia Grant, Enfield Grant, East Hopetown, Nathanpur, Chak Raipur, Badamawala, Jeevangarh and Ladpur.
The High Court case. On 30 June 2025, a division bench of the Uttarakhand High Court kept its stay on tea garden land deals in place and asked the state for a full affidavit, Garhwal Post and ETV Bharat reported. The PIL by advocate Vikesh Singh Negi concerns about 350 bigha in Ladpur, Nathanpur and Raipur. Sources describe the scope differently. Garhwal Post said the court continued its restriction on all transactions in tea garden land, while ETV Bharat linked it to the 350 bigha. We did not find a reported 2026 ruling in this case.
Still a live issue on the ground. Pahad Ka Sach reported on 22 August 2026 that local people in the Arcadia Grant area near Premnagar stopped two JCB machines brought onto tea garden land, and police took the men to the Premnagar police station. The men said it was ancestral land but had no papers, the report said.
Pithoragarh is acting too. In Pithoragarh district, ADM Yogendra Singh told Amar Ujala on 4 August 2026 that encroachments would be removed from tea estate land in Chaukori and Berinag. Haldwani Live reported on 12 August 2026 that the SDM in Berinag has been told to start vesting misused or wrongly transferred land in the state under ceiling law. It gave the area as about 266 hectares in Berinag and 843 hectares in Chaukori. The same report said about 25,000 families hope to get ownership rights.
What it means for buyers and sellers in Dehradun
This section is our view.
Ask whether the land was ever a tea garden. Large parts of west and south Dehradun, from Arcadia Grant and Premnagar to Raipur and Ladpur, were once tea estates. Ask for the khatauni going back several decades and check whether the land was recorded as tea garden or ceiling-exempt land.
A registry does not cure a ceiling problem. If tea garden land was sold after 1975 without state permission, the ADM's court has held that it vests in the state. Buyers in such cases risk losing the land.
Johad and other public land is off limits. Ponds, johads and other land recorded as government or gram sabha land cannot be bought from a private seller. Check the land class in the revenue record, not just the seller's sale deed.
Ask the tehsil before you pay. Ask the Sadar tehsil and the sub-registrar whether the khasra is in a ban list or under any inquiry. Our list of papers to check before buying a plot in Dehradun explains the basic record checks. Our post on Dehradun's 73 restricted khasras covers a separate list of blocked land.
