Dehradun's 73 restricted khasras 2026: 52 in Vikasnagar, how to check
Dehradun district has 73 khasra numbers where land cannot be bought or sold, 52 of them in Vikasnagar. Most are linked to PACL and Golden Forest. Here is how to check a plot.

What happened
The numbers. On 15 September 2026, Amar Ujala and Doon Khabar both reported that the sale and purchase of land is barred on 73 khasra numbers in Dehradun district. Both said 52 of these are in the Vikasnagar area alone. The rest are spread across other tehsils. Neither report listed the khasra numbers or the villages they fall in.
Why they are restricted. Amar Ujala reported that PACL and Golden Forest ran large deposit schemes that cheated people across the country, and that all their properties are attached by SEBI and barred from sale. PACL is Pearls Agrotech Corporation Limited. Doon Khabar added that some land is also barred because of orders from courts and the High Court, and said PACL and Golden Forest land needs special care.
The official advice. ADM (Finance) K.K. Mishra appealed to people to check land fully before investing. Amar Ujala quoted him as saying the restricted khasra list has been uploaded on the e-registration portal and put up in all sub-registrar offices.
Areas named. Both reports named places where buyers should be especially careful. Amar Ujala's list was Ajabpur Kalan, Mothrowala, the Lachiwala flyover stretch towards Doiwala, Balbir Road, Himalayan Apartments, Tea Garden Kolagarh, Mithi Beri, Laxman Chowk and Banjarawala. The reports did not say how many of the 73 khasras fall in each place.
Cases so far. Amar Ujala reported that about 25 FIRs have been filed at various police stations over the past five years, and that the STF broke up a fraud gang in the area four years ago. We did not find this FIR count in another source.
A recent example. In February 2026, District Magistrate Savin Bansal ordered an FIR at Kotwali police station over the sale of court-restricted land in Mauza Amwala Tarla, Today News 9 reported. The khasras were 94 Kh, 134, 135 and 136, and the deeds were numbered 8614/2025 and 8615/2025. The land was linked to PACL and to Golden Forest assets. PropNewsTime reported that the area was about 0.76 hectares, that the sale took place in October 2025, and that the mutation order was later rescinded. It said Deputy Registrar Riya Verma filed the complaint.
Vikasnagar office inspected. On 4 May 2026, the DM made a surprise visit to the Vikasnagar sub-registrar office, ETV Bharat reported. It found registrations of land that was barred from sale, which the report called a clear violation of the rules. It also found 47 cases of stamp duty evasion under Section 47-A. Deed registers from 2018, 2024 and 2025 were seized and a full inquiry into current and former sub-registrars was ordered.
What is not known. The reports do not say when the list of 73 was last updated, or whether it covers every court-barred plot in the district. Land can also be stuck in disputes that are not on any list.
What it means for buyers in Dehradun
This section is our view.
Check the khasra yourself, before you pay a token. The Uttarakhand e-registration site (eregistrationukgov.in) has a "Prohibited Khasra" search, which lets you look up by district. Search the exact khasra number from the khatauni, not the colony name. If the site does not load, ask at the sub-registrar office, where the list is said to be displayed.
A clean result is not a clean title. The list only covers land the administration has flagged. In the Amwala Tarla case, the deed described the land as free of encumbrances when it was not. Also check the khatauni, the chain of past sale deeds and any pending court cases. Our list of papers to check before buying a plot in Dehradun covers these steps.
Be extra careful in Vikasnagar. With 52 of the 73 khasras there, any cheap plot in the Vikasnagar area deserves a slower check. A price well below the area rate, a seller in a hurry, or a power of attorney instead of a direct owner are warning signs.
Registration does not protect you. Recent cases show barred land has been registered anyway. If that happens, the deed can be re-examined and cancelled, and buyers can face an FIR. Our post on Dehradun land fraud cases in 2026 explains what to verify beyond the list.
Use a lawyer for land deals. A local property lawyer can run a title search for a modest fee. That is small next to the cost of losing the plot. You can also browse property for sale in Dehradun on ILA Infra.
