Dehradun PG and hostel checks 2026: Premnagar to Clement Town rules
Dehradun police checked PGs and hostels in Premnagar in August and Clement Town in October 2026, ordering CCTV, full student verification and a 10 pm curfew, and fining 12 operators.

What happened
Dehradun police have run two rounds of checks on paying guest (PG) accommodation and hostels in 2026. Both were in areas where many students from the city's universities and colleges live.
Premnagar and Patelnagar, August 2026. ETV Bharat reported on 21 August 2026 that police raided PGs and hostels in the Premnagar police station area. The drive was led by SP City Pramod Kumar on the direction of the SSP. ETV Bharat said irregularities were found at four hostels, notices were issued to their operators, and four youths were taken in for questioning. Pioneer Edge, reporting on 23 August, said the checks covered Premnagar and Patelnagar, that seven hostel operators got notices and that one operator was challaned under Section 83 of the Police Act. The two reports give different counts, and we could not confirm which is final.
What operators were told. Both reports list the same directions. Operators must make sure 100 per cent of their student residents are verified by the police. They must install CCTV cameras. Students should be inside by 10 pm. Visitors must be checked before they are let in, and a record kept of everyone entering and leaving. ETV Bharat quoted Pramod Kumar as saying that operators must follow the rules strictly, and that if students are found involved in misconduct, drugs or crime, action will be taken against both the student and the operator.
Clement Town, October 2026. Police and the fire department then ran a joint drive in the Clement Town area, covering PGs, hostels and hotels. Dainik Jayant News, Nazariya News and Pioneer Edge all reported the same figures: 178 outsiders and tenants were verified, and 12 owners or operators were challaned under Section 83 of the Police Act for not verifying tenants, with fines of Rs 1.20 lakh in total. Pioneer Edge said the drive was held on a Saturday. The reports appeared between 3 and 14 October, so the exact date of the drive is not clear from what we read.
Fire safety. Fire department staff checked fire safety arrangements and showed operators, managers and staff how to use firefighting equipment, according to the reports. None of the reports listed specific fire safety faults or said whether any PG was sealed. Nazariya News reported a warning of strict legal action against those who neglect fire safety. Pioneer Edge reported that more inspections would follow.
No PG registration rule yet. We did not find any 2026 order from the Dehradun district administration or the Mussoorie Dehradun Development Authority creating a separate licence or registration system for PGs. The current checks rely on tenant verification under the Police Act and fire safety rules.
What it means for buyers and landlords in Dehradun
This section is our view.
If you run a PG or hostel, treat verification as routine. Every resident should be verified with the police before or soon after moving in. Keep copies of the forms and IDs on file. The Clement Town fines were for missing verification, not for building faults. Our post on tenant verification fines and rules in Dehradun explains the process.
Put in CCTV and a visitor register now. These were direct orders in Premnagar. They cost little compared with a notice or a challan, and they help if something goes wrong in the building.
Check fire equipment before the next round. Make sure extinguishers are filled and in date, exits are not blocked and staff know how to use the equipment. Converted houses with many beds on upper floors carry more risk than ordinary family lets.
If you are buying a house to run as a PG, check the paperwork first. Make sure the building has an approved map and that the floors match it. An Amar Ujala guide in August 2026 advised students to check a PG's building permissions, fire safety and exits before moving in, so tenants are starting to ask. Our owner checklist for renting out a house in Dehradun covers agreements and records.
Students and parents should visit before paying. Look for working CCTV, a fire extinguisher on each floor, a clear second exit and a written agreement. Ask whether the operator has done police verification for current residents. You can also look at rooms and houses for rent in Dehradun if you prefer a family let to a PG.
Questions people ask
Do PG and hostel residents in Dehradun need police verification?
Yes. In both the August and October 2026 drives, police told operators to verify 100 per cent of residents. Operators who had not verified tenants were challaned under Section 83 of the Police Act.
Is there a 10 pm curfew for students in Dehradun PGs?
In August 2026, police in Premnagar directed hostel and PG operators to make sure students are inside by 10 pm. The reports describe it as a direction to operators, and we did not find a written district-wide order.
Did police seal any PG in Clement Town for fire safety?
None of the reports we read said any PG or hostel was sealed. The fire department inspected arrangements and trained staff, and the fines were for not verifying tenants.
