₹10,000 fines for shops spilling onto footpaths in Paltan Bazaar, October 2026: what shop owners and tenants should know
Dehradun police fined 10 shopkeepers ₹10,000 each on 15 October 2026 for laying out goods and counters on the footpath in Paltan Bazaar, Dispensary Road and Tehsil Chowk, ahead of Dhanteras

What happened
₹1 lakh in fines. Doon Horizon reported on 15 October 2026 that Kotwali Nagar police ran a surprise drive in Paltan Bazaar, Dispensary Road and the Tehsil Chowk market. Ten shopkeepers whose counters and goods had spread several feet onto the footpath were fined ₹10,000 each under Section 83 of the Uttarakhand Police Act, a total of ₹1 lakh. Police also issued challans to 50 cars and two-wheelers parked in no-parking zones, under the Motor Vehicles Act.
Why. The report said the senior superintendent of police had ordered that the footpaths and the way for emergency vehicles in the main markets must stay clear through Dhanteras and Diwali, when shopping crowds are heaviest.
A tougher tool. Doon Horizon noted that the Nagar Nigam usually seized goods and imposed small fines for such encroachment, while this time police used the Police Act's power over obstructions on public roads, lanes and footpaths. Police warned that repeat offenders could face a recommendation for sealing.
What it means for shop owners and tenants
This section is our view.
Your shop ends at its shutter. Whatever your lease or sale deed says, the footpath in front of a shop is public. Counters, display racks and boards on it can now cost ₹10,000 at a time.
Landlords: put it in the lease. If you let a shop in a busy market, say in the rent agreement that the tenant may not use the footpath, and that fines and any sealing are the tenant's responsibility. A sealed shop earns no rent. Our post on renting out a house or shop in Dehradun has a fuller checklist.
Buying a shop? Measure the real floor area. Old-market shops are sometimes sold or let on the size they appear to be once the goods outside are counted. Ask for the area in the deed and measure inside the shutter.
Parking is the other half. Customers who cannot park do not stop. Our post on Dehradun's parking app pilot and traffic plan covers the city's festive traffic plan.
