Dehradun parking app pilot and Navratri traffic plan: October 2026
Uttarakhand plans a parking app with Dehradun as the pilot, while police have closed Paltan Bazaar to vehicles for Navratri and limited loading to before 10 am.

What happened
A state parking app, piloted in Dehradun. ETV Bharat reported on 6 October 2026 that the Uttarakhand transport department is building a parking app. Additional Transport Commissioner Sanat Kumar Singh told the channel that it will first be tried in Dehradun district and that a tender process will begin soon. The plan is to bring all government and private parking places onto the app. Drivers should be able to see free spaces in real time, book in advance, get GPS directions, and find a nearby option when a lot is full.
A parking policy and fee rules are also coming. According to the same report, the department is drafting a parking policy that would let the private sector take part, and fee rules for parking will be set. ETV Bharat said the app could be ready in two to three months. If the Dehradun pilot works, it is to be extended across the state, with Haridwar, Rishikesh, Mussoorie and the Char Dham routes named. The report did not give the number of parking lots to be covered, the fees, or any fines.
Earlier attempts did not stick. ETV Bharat noted that an earlier app, mPark, ran at 27 locations in Dehradun through MDDA and the Smart City project but did not catch on, and parking went back to first-come, first-served. In April 2023, Pioneer Edge reported a separate police app with the private firm Park+, which let owners list vacant land as paid parking.
Navratri traffic plan, 11 to 19 October. Dehradun police issued a route and parking plan for Shardiya Navratri covering 11 to 19 October 2026, ETV Bharat reported on 9 October. Paltan Bazaar, Dhamawala Bazaar, Machhi Bazaar and Peepal Mandi are zero zones where only pedestrians are allowed. Loading vehicles for Paltan Bazaar are barred from 10 am to 9 pm, so loading and unloading must finish before 10 am. They may enter only one way, via Raja Road through Peepal Mandi towards Darshani Gate. Traders in the bazaar get token-based access, and other vehicles are fully barred.
Where to park. The plan lists parking at Kabul House near Survey Chowk, Mangla Devi Inter College, the multi-storey parking at Kanak Chowk, the MDDA complex at the Clock Tower and Rangers Ground near Buddha Chowk, among others. Two-wheelers for Paltan Bazaar can use Gandhi Inter College and CNI School. ETV Bharat reported that a vehicle towed from a no-parking zone will attract a ₹1,500 penalty.
Shoppers say it is still crowded. Pioneer Edge reported on 13 October 2026 that traffic had grown in Paltan Bazaar, Raja Road and Hanuman Chowk since Navratri began. Shoppers it spoke to asked for curbs on three- and four-wheelers in the markets during the festive season. The paper said the demand had been raised before without action, and it did not report an official response.
The same problem in Vikasnagar. Amar Ujala reported on 6 October 2026 that shoppers' vehicles were filling residential lanes such as Hospital Road and Kotwali Road. Residents asked for a parking lot on Canal Road next to the market. Local body chairman Dhiraj Bobby Nautiyal said parking was a major issue and that he would consult police and the administration.
What it means for shop and office owners and tenants in Dehradun
This section is our view.
Plan deliveries around the 10 am cut-off. If you run or rent a shop in Paltan Bazaar or the lanes around it, restock before 10 am during festival plans. Ask the market association how traders get the entry tokens. A delivery van stuck at a barrier is lost sales at the busiest time of year.
Parking is part of the rent. Before you sign a lease for a shop or office, ask where your staff and customers will park. A space with its own basement or forecourt parking is worth more than a similar space on a road where customers get towed. When comparing commercial property for rent in Dehradun, check the parking on a weekday evening, not just on a quiet morning.
Spare land may earn money later. If the state brings private parking onto its app and allows private operators, owners of vacant plots or under-used basements near markets may be able to list them. Nothing is final yet. There are no published fee rules, and MDDA approvals, the lease terms and the use shown in the building map still apply. Use a space only as its approved map allows. MDDA has sealed unapproved buildings this year, as our post on MDDA sealing and demolition drives in 2026 explains.
Do not count on the app yet. The earlier mPark app faded. Treat the two-to-three-month timeline as a target, not a launch date. The Smart City record is mixed, as our post on the CAG audit of Dehradun Smart City shows.
