Dehradun cantonment merger 2026: Garhi, Clement Town still under boards
Two years after the draft notice, the civil areas of Garhi Cantt and Clement Town have not moved to Nagar Nigam Dehradun. The boards still run tax and building rules in 2026.

What happened
The plan. On 6 March 2024, Amar Ujala reported that the Defence Ministry had issued a notification to move the civil areas of Garhi Cantt (the Dehradun Cantonment) and Clement Town Cantonment into Nagar Nigam Dehradun. Only the military areas would stay with the cantonment boards. The public was given 56 days to file objections. Amar Ujala listed the Clement Town localities as Post Office Lane, Clement Town, Bharuwala, Gurudwara Colony, Society Area, Mothrowala, Dhawa, Daudwala, Bara and Chhota Bharuwala, Dakota, Chanchak and Morowala. For Garhi Cantt it named Garhi-Dakra, Panditwadi, Premnagar, Smithnagar, Mohannagar and Kehrigaon. The Clement Town board's website still carries the March 2024 gazette notification on the excision.
Where it stood in early 2025. Amar Ujala reported on 18 January 2025 that Defence Ministry officials and civil officers from Uttarakhand and Uttar Pradesh had met in Delhi on 9 January 2025 to discuss handing over land and buildings, including for Dehradun and Clement Town. On 31 January 2025 the paper reported that the way was "clear" but the final decision lay with the Centre. It said the board and the Nagar Nigam had agreed to share the Ganghoda trenching ground. It also reported that the Premnagar area would stay with Garhi Cantt because the Army had raised security concerns. That differs from the 2024 list, which included Premnagar. Then municipal commissioner Namami Bansal told the paper the Centre must take the final decision.
The boards were extended in 2026. On 19 January 2026, Siasat reported that the Defence Ministry had extended 56 cantonment boards for one year, from 11 February 2026 to 11 February 2027, or until new boards are formed under the Cantonments Act, 2006. Siasat said nominated members will keep running the boards without elections. A legal explainer on the 16 January 2026 gazette lists Dehradun among the boards covered. We did not find a report that names Clement Town separately.
Clement Town is still acting as the civic body. The Clement Town board's website shows a 10 July 2026 public notice asking ex-servicemen and their widows living in the cantonment to submit papers within seven days, so that the Directorate of Sainik Kalyan and Punarvas, Uttarakhand, can consider exempting them from house tax. The papers asked for include a house tax receipt, proof of ex-serviceman or widow status, and Aadhaar. The site also lists a 19 August 2026 public notice on "Clement Town Cantonment Building Bye-Laws 2026". The notice page did not load when we tried it, so we cannot say what the bye-laws change or whether they are a draft open for objections.
What we could not find. We found no 2026 report of a final notification moving either civil area into the Nagar Nigam. No source we read gave a new date.
City limits are being mapped. Separately, ETV Bharat reported on 6 September 2026 that the Uttarakhand Space Application Centre (USAC) has started mapping the boundaries of Dehradun, Haridwar, Haldwani, Rudrapur and smaller towns using satellite images. Director Durgesh Pant said it would show current city boundaries and the likely direction of growth. The report did not mention any new villages being added to Dehradun's limits.
What it means for buyers and sellers in Dehradun
This section is our view.
For now, the cantonment board is still your civic body. If you own or are buying a house in Clement Town, Bharuwala, Garhi, Dakra or the other listed areas, house tax and building plan approval still go through the cantonment board, not the Nagar Nigam. Do not assume the merger has happened because you read about it in 2024.
Check which side of the line the house is. The excision covers civil areas only. Old grant or leased bungalows, and land that is still recorded as defence land, sit in a different category. Ask the seller for the board's records on the property, the latest house tax receipt, and the approved building plan. Our list of papers to check before buying a plot in Dehradun covers the general checks.
Expect paperwork to change after a merger. When the handover does happen, house tax will move to the Nagar Nigam's system and new building plans will likely fall under the city's rules. Keep copies of every board receipt and approval. They are your proof if records are moved and something goes missing. Our post on Dehradun house tax for 2026-27 explains how the Nagar Nigam side works.
Ex-servicemen in Clement Town should act on board notices. The July 2026 notice gave only seven days. If you missed it, ask the board office whether it will still accept papers.
Read the new bye-laws before you build. If you plan to build or add a floor in Clement Town, get a copy of the 2026 building bye-laws from the board office first.

Questions people ask
Is Clement Town now part of Nagar Nigam Dehradun?
Not as far as we could find. The Defence Ministry issued a notification in March 2024, but we found no 2026 report of a final handover, and the Clement Town board is still issuing tax and building notices.
Which areas of Dehradun are in the cantonment merger plan?
Amar Ujala's 2024 report listed Clement Town, Bharuwala, Mothrowala, Dhawa, Daudwala, Chanchak, Garhi-Dakra, Panditwadi, Smithnagar, Mohannagar, Kehrigaon and others. A 2025 report said Premnagar would stay with Garhi Cantt.
Who approves a building plan in Garhi Cantt or Clement Town in 2026?
Until the merger is final, the cantonment board does. Clement Town has published a notice on building bye-laws for 2026, so check the current rules with the board before you build.
