Dehradun clean air rank 12 in 2026: dust rules for people building homes
Dehradun rose to 12th in the 2026 Swachh Vayu Survekshan, credited partly to dust control. New national rules on construction debris also apply from April 2026.

What happened
Dehradun moved up seven places. In the Swachh Vayu Survekshan 2026, run by the Central Pollution Control Board under the National Clean Air Programme, Dehradun came 12th among cities with a population of 3 lakh to 10 lakh. Amar Ujala reported on 8 September 2026 that it ranked 12th among 42 cities in that group, up from 19th the year before. News Nation and The Bharat Now gave the city's rank as 41st in 2024, so this is the third year in a row it has improved. Doon Horizon reported that the city scored 182 points.
Other Uttarakhand cities slipped. Amar Ujala reported that Rishikesh fell from 14th to 16th and Kashipur from 18th to 21st in the category for cities under 3 lakh people. It also reported ward-level cash rewards: ₹15 lakh for Dhoran ward in Dehradun, and ₹10 lakh each for a ward in Kashipur and the Housing Development ward in Rishikesh.
What the city says it did. News Nation and The Bharat Now listed drone-based water spraying in crowded and sensitive areas, mechanical sweeping of main roads, PUC checks on vehicles, more electric vehicle charging, campaigns against open burning of waste, and continuous air monitoring. Doon Horizon added paving of unpaved roads, fines for burning biomass, and better handling of solid waste and construction and demolition (C&D) waste. Chief Minister Pushkar Singh Dhami credited the people of Dehradun and the work of the municipal corporation. Doon Horizon quoted Municipal Commissioner Alok Kumar Pandey as saying the aim is to climb further.
The air is not clean yet. Doon Horizon reported that the particulate level it gave as PM2.5 fell from 93.04 in 2019-20 to 72.25 in 2025-26, in micrograms per cubic metre. It did not say where or how this was measured, and we could not confirm whether the figure is PM2.5 or PM10. Either way, it is well above the national annual limits. A column in Garhwal Post on 26 September 2026 by an academic in Dehradun put September 2026 PM2.5 at about 46 and said road dust had earlier been estimated at 55% of the city's particulate pollution. That is an opinion piece, not official data.
New national rules on building debris. Separately, the Environment (Construction and Demolition) Waste Management Rules, 2025 came into force on 1 April 2026. They were notified on 2 April 2025, according to Corporate Professionals. The rules cover construction, demolition, renovation and repair. Every waste generator must segregate C&D waste, store it as CPCB guidelines require, and deposit it at facilities or collection points set by the local body. Projects with a built-up area of 20,000 square metres or more are "producers" and must register on a CPCB portal and meet targets for using recycled material, starting at 5% in 2026-27. Violations can lead to environmental compensation after a hearing.
We found no report of a separate October 2026 dust drive or fines on building sites in Dehradun. We will update this if the Nagar Nigam or the Pollution Control Board announces one before winter.
What it means for buyers and people building in Dehradun
This section is our view.
The debris rules apply to you, not just builders. The 20,000 square metre threshold covers big projects. But the basic duties, keeping debris separate, storing it properly and taking it to an authorised point, apply to anyone building, renovating or demolishing. Do not let a contractor tip malba on a roadside, a nala or an empty plot. Ask him in writing where the debris will go and what it will cost. Put it in the contract.
Cover sand and keep the site damp. Simple steps keep dust down and neighbours on your side: cover sand and aggregate, sprinkle water on dry days, put a screen around the site, and do not leave loose soil on the road outside. Dust complaints are one of the easiest ways for a small job to run into trouble with the civic body.
Get the map passed first. A neat site does not help if the building itself is unapproved. Read our post on MDDA's online map approvals and the Diwali OTS scheme before you start work. If you are buying an older house to rebuild, our list of papers to check before buying a plot in Dehradun covers the title side.
Clean air is a real reason to pick a locality. Homes near busy roads such as ISBT or Rajpur Road get more dust and traffic fumes. Homes near green belts and quieter roads usually get less. Visit at peak hours, not just on a Sunday morning. You can compare houses for sale in Dehradun on ILA Infra.
Expect worse air in winter. Rankings cover a whole year. Air in the Doon valley usually gets worse from late October as winds drop. If you are moving with young children or older parents, keep that in mind.
