Smart electricity meters in Uttarakhand, 2026: what Dehradun homeowners, landlords and tenants should know
Uttarakhand's smart meter rollout has stopped and started in 2026. UPCL paused it in February over billing complaints. By April more than three lakh meters were in. In June one division gave

How the year has gone
February: a pause. Rainbow News reported on 26 February 2026 that UPCL's Chief Engineer (Operations) told all agencies to stop installing smart meters across the state. The reason was the number of complaints about inflated bills after meters were fitted. The report said installation would resume only after those complaints were resolved.
April: three lakh meters, prepaid for government. Amar Ujala reported on 26 April 2026 that Union Energy Secretary Pankaj Agrawal had directed that smart meters at all government offices and at UPCL employees' homes be switched to prepaid mode. Until then they had run in postpaid mode because of public resistance. The report said more than three lakh smart meters had been installed in the state through Adani in Kumaon and Genus in Garhwal. It also said a single consumer app was to replace the three separate apps within 15 days.
June: a 48-hour notice in Haldwani. Doon Horizon reported on 24 June 2026 that the electricity department in Haldwani gave consumers in the Subhash Nagar area 48 hours to accept a smart meter or face disconnection. Executive Engineer Pradeep Kumar cited a central gazette notification of April 2026. Local representatives objected and said some bills had tripled after the switch.
July: earth-leakage alerts. The India Daily reported in July 2026 that UPCL's smart meters can now detect earth leakage in a home's wiring or appliances and send an SMS alert to the registered mobile number. UPCL managing director P.C. Dhyani said the aim is safe, modern, technology-based service.
What it means for owners and tenants
This section is our view.
Read your old meter on the day it is changed. Take a photo of the old meter's reading with the date before the installer removes it, and keep a copy of the installation slip. It is the easiest way to settle a disputed first bill.
Landlords: put the meter in the rent agreement. Say whose name the connection is in, who pays the bill, and how a prepaid recharge works if the meter is switched to prepaid. If you rent out several floors, separate meters avoid arguments. Our post on renting out a house or shop in Dehradun has a fuller checklist.
Register the right mobile number. Leakage alerts and billing messages go to the registered number. In a rented home, agree whether that is the owner's or the tenant's.
If the bill jumps, complain in writing. Ask UPCL for a check meter test and keep the complaint number. The February pause shows complaints are being counted.
