Dehradun fire safety before Diwali 2026: what owners and landlords must check
Uttarakhand's 2026 fire safety audits of hotels, coaching centres and shops are still running in October. Here is what Dehradun building owners, landlords and cracker sellers should check.

What happened
A statewide audit order in June. Amar Ujala reported on 23 June 2026 that Chief Minister Pushkar Singh Dhami ordered fire safety audits of hospitals, coaching centres, large malls, hotels, commercial establishments and other public buildings across the state. The order followed a fire at a coaching centre in Lucknow. The same day, Amar Ujala reported that Chief Secretary Anand Bardhan told district magistrates to physically inspect sensitive buildings, with a focus on high-rise buildings, crowded areas, buildings in narrow lanes and buildings without safe exit routes. Neither report gave a completion deadline.
Seven points the inspectors check. ETV Bharat reported on 24 June 2026 that Home Secretary Shailesh Bagoli set out the checks. They are a valid fire NOC, working firefighting equipment, clear emergency exits, electrical safety, an evacuation plan, regular mock drills and staff training, and working fire hydrants. Hospitals, schools, coaching centres and student hostels came first. Malls, multiplexes, hotels, banquet halls, cinemas and commercial premises were in the second phase. Compliance reports were due within 15 days of each inspection.
What Dehradun's audit found. ETV Bharat reported on 30 June 2026 that the Dehradun fire department audited 315 establishments in 28 days, including 60 coaching centres, 122 hotels, 48 restaurants and 16 homestays. About 135 did not meet fire safety standards. Exits were blocked in several places, and alarms and emergency signs were incomplete. Notices gave owners 15 days to fix the problems. Chief Fire Officer Abhinav Tyagi said some places held a three-year fire NOC but had not maintained their equipment.
The background in Dehradun. ETV Bharat reported that a fire broke out in the ICU air conditioning unit of Panacea Hospital in Dehradun on 20 May 2026. One patient died and ten people were hurt. The hospital's registration was suspended, the premises were sealed and a case was filed. The National Human Rights Commission asked the Chief Secretary and the Dehradun SSP for a report.
Inspections are still going on in October. Amar Ujala reported that a fire service team checked three hotels in Narendra Nagar, Tehri district, on 12 October 2026, looking at equipment, wiring, fire NOCs and exit routes. On 14 October it reported that hotels in Phata and Guptkashi in Rudraprayag district were served notices for fire safety lapses. We did not find a fresh October report on Dehradun city itself.
Cracker shops: new national rules, but a court caveat. The Tribune reported in March 2026 that the Centre's Explosives (Amendment) Rules, 2026 require fireworks shops to have automatic fire detection, water sprinklers, fire-retardant coating and concealed wiring. New shops must be on the ground floor of a single-storey building, at least 50 metres from schools, hospitals and religious places. On 15 October 2026, LiveLaw reported that the Kerala High Court held these amended norms are meant for permanent shops and cannot be insisted on for temporary festival licences, which fall under a separate rule. That ruling binds Kerala, not Uttarakhand. We could not find a 2026 Dehradun notice on temporary cracker licence dates or market locations. In past years, Doon police and the fire service have shut unlicensed cracker shops in Paltan Bazaar, Dhamawala and nearby markets before Diwali.
What it means for buyers, landlords and shop owners in Dehradun
This section is our view.
A fire NOC is not the end of it. The Dehradun audit found places with a valid NOC but dead extinguishers or blocked exits. If you own a hotel, homestay, PG, coaching space or shop building, test the equipment now. Clear stairwells and exits of stock, bikes and furniture before the festive rush.
Landlords should check what tenants are doing. If you let out a ground-floor shop, ask whether the tenant plans to stock crackers. Storing or selling them needs a licence. An unlicensed stock in your building is a fire risk to every floor above, and you may be drawn into any police action. Put a clause in the rent agreement that bars storing explosives or crackers without a licence. You can also see commercial property for rent in Dehradun on ILA Infra.
Temporary cracker sellers should go to the district administration early. Licences for festival stalls are issued by district authorities, and the dates and sites change each year. Ask the city magistrate's office or the fire station, not a middleman.
Buyers should ask about fire safety too. If you are buying a flat in a multi-storey building or a commercial unit, ask for the building's fire NOC and when the equipment was last serviced. Look at the stairs and exits yourself. Browse property for sale in Dehradun, and read our note on MDDA map approvals and compounding if the building has unapproved floors.
Questions people ask
Is a fire NOC enough to pass the 2026 fire safety audit in Uttarakhand?
No. Inspectors check seven points, including working equipment, clear exits, wiring, an evacuation plan and mock drills. Dehradun's chief fire officer said some places with a valid NOC had not maintained their equipment.
Where will temporary firecracker shops be allowed in Dehradun for Diwali 2026?
We could not find an official 2026 notice on sites or licence dates. Check with the Dehradun district administration or the city fire station before you set up a stall.
Do the new 2026 explosives rules apply to temporary Diwali stalls?
The Kerala High Court said on 15 October 2026 that the amended norms are for permanent shops, not temporary festival licences. That ruling is from Kerala. Uttarakhand authorities may read the rules their own way, so ask before you apply.
