Uttarakhand reverse migration 2026: what it means for hill village homes
Uttarakhand's migration commission is holding Pravasi Panchayats in every district; the state says about 6,500 people have returned to their villages. What it means for hill homes.

What happened
A review at the Chief Minister's residence. Chief Minister Pushkar Singh Dhami chaired a meeting of the Rural Development and Migration Prevention Commission, often called the Palayan Ayog, at his residence in Dehradun. Pahad Today and Uttaranchal Crime News reported it on 21 August 2026. According to Pahad Today, the Chief Minister told departments to work together on reverse migration, to make sure schemes reach as many people as possible, and to simplify procedures so villagers do not have to make repeated trips to offices. He also asked for better branding and market access for local products. Neither report gave new figures on migration, houses or land.
Pravasi Panchayats in every district. Amar Ujala reported on 19 March 2026 that the commission had, for the first time, drawn up a plan for "Pravasi Panchayats", meetings with people from the hills who now live and work elsewhere. The first was to be held in Tehri on 24 April, with all districts covered by November. Univarta reported that the Tehri meeting took place on 24 April at the Khel Bhawan hall near the Vikas Bhawan in New Tehri. The commission's vice-chairman, Dr Sharad Singh Negi, told the meeting that the state was working to stop migration from the hills and to encourage people to return.
Four districts done by July. At the Pauri meeting, Amar Ujala reported on 28 July 2026, the commission's member secretary A.K. Rajput said Pravasi Panchayats had already been held in Tehri, Champawat, Almora and Pithoragarh. Dr Negi said migration can only be curbed through local jobs and self-employment, through agriculture, horticulture, tourism and rural enterprise. We did not find a report of a Dehradun district meeting by the time of writing.
How many have come back. Amar Ujala's March report said a commission survey found 6,282 migrants had returned home. Pratahkal and Live SKG News, both on 19 September 2026, gave a rounder figure of about 6,500 returnees, and said more than 22% of them had taken up homestays. The two figures come from different dates and we could not see the underlying survey.
Homestay subsidy figures. The same September reports said 537 people had received ₹79.28 crore over four years under the Deen Dayal Upadhyay Homestay Development Scheme. The subsidy is 50% of project cost, up to ₹15 lakh, in hill areas, and 25%, up to ₹7.5 lakh, in the plains. Applicants must be natives of Uttarakhand, the homestay must be registered with the tourism board after it is built or renovated, and municipal corporation and municipal council areas are excluded. Pratahkal put the number of homestays running in the state at more than 5,000.
What it means for buyers restoring a village home in Dehradun or Tehri
This section is our view.
The subsidy is for locals, not outside buyers. The homestay grant is limited to Uttarakhand natives, and the revised homestay rules allow only permanent residents to register. If you are from outside the state and plan to buy a village house to run as a homestay, do not count on either. Our post on the 2026 homestay rules explains the registration side.
Check whether you can buy at all. Many village houses in the Tehri hills and the rural parts of Dehradun district stand on agricultural land. Uttarakhand's land law limits who can buy such land and how much. Read buying in Dehradun from outside the state before you pay a token amount.
Old family houses often have many owners. When a family left a village decades ago, the house and the land around it may still be in a grandparent's name, or shared among many heirs. Ask for the current khatauni from the tehsil and make sure every co-owner signs. A sale by one brother on behalf of the rest is a common source of disputes.
Returning owners: get the paperwork straight first. If you are a native planning to restore your own house for a homestay, the subsidy process runs through an online application, an interview before a committee led by the district magistrate, and a bank loan. Having the house mutated in your name and your residence documents ready will save time.
Do not pay a premium on talk of reverse migration. The meetings and returnee figures are encouraging, but none of the reports we read announced new road, water or land policy for specific villages. Value a village home on what it has today: road access, water, power and mobile signal.
