Uttarakhand abadi survey rules 2026: drone maps and property cards for towns

What happened

The cabinet approved new survey rules. The Uttarakhand cabinet, chaired by Chief Minister Pushkar Singh Dhami, approved the Uttarakhand Abadi Survey and Record Operation Rules, 2026. Amar Ujala reported that the decision came on Tuesday, which was 25 August 2026, and Uktez also dated the meeting 25 August. Panchjanya and Navbharat Live, in reports published on 26 August, gave the meeting date as 26 August. Panchjanya listed it as decision number 9 of 17.

What the rules do. Abadi land is the built-up, inhabited part of a town or village, where people's houses stand. Amar Ujala reported that the rules allow a modern survey of abadi land recorded in revenue records, using aerial surveys by drone, ground surveys and advanced GIS technology, to build an accurate geospatial database. Uktez reported that the aim is to prepare accurate land records of property ownership in both urban and rural abadi areas. Panchjanya said accurate geospatial data would help with better decisions, land-use planning and easier property transactions.

It follows a central programme. All four reports linked the rules to NAKSHA, the urban land survey under the Centre's Digital India Land Records Modernisation Programme. Amar Ujala said the Centre's Department of Land Resources started NAKSHA on 25 September 2024. The department's own NAKSHA page says the pilot was launched in 152 urban local bodies across 26 states and 3 union territories on 18 February 2025, and shows Almora among the launch sites.

Pilots are already running in four towns. Amar Ujala reported that drone surveys and verification of land records are under way in Almora, Narendra Nagar, Kichha and Bhagwanpur. It said property cards will be issued to owners after notices and hearings. It compared the cards to the documents villagers get under the SVAMITVA scheme. None of the reports we read named Dehradun, gave a timetable for other towns, or said what a property card will cost.

There were 2020 rules before this. Uttarakhand already has Abadi Survey and Record Operation Rules from 2020, framed under the U.P. Land Revenue Act, 1901. The text on Legitquest shows how that process works: villagers get at least a week's notice of the survey date, anyone unhappy with an entry can object in writing to the Survey Naib Tehsildar within 21 days of notice, and appeals go to the Assistant Record Officer and then the Record Officer. The 2026 rules had not been published when we checked, so we cannot say how far these steps have changed.

A Dehradun housing decision at the same meeting. Panchjanya and Navbharat Live reported that the cabinet also approved giving 116 flats built at Kathbangla to families selected from slums along the Rispana river in Dehradun.

What it means for buyers and owners in Dehradun

This section is our view.

Nothing changes at the registry yet. The rules set up a survey. Until your area is surveyed and cards are issued, buying and selling works as before: khatauni, sale deed, registration and then mutation. Do not let a seller tell you that a plot "will get a property card soon" as a reason to pay more or skip checks.

When the survey comes, take part. If drones and survey teams reach your colony, be there when the ground verification happens. Keep your sale deed, khatauni, mutation order and house tax receipts ready. If the draft entry for your house is wrong, object in writing within the time given. Under the 2020 rules that window was 21 days. A wrong boundary or name is much easier to fix at this stage than in court later.

Older colonies are where this matters most. Many houses in the older parts of Dehradun sit on land where the map, the khatauni and what is on the ground do not fully match. A drone-based map tied to ownership should, over time, make it easier to see what you are buying. It will not settle disputes on its own, and it is not a substitute for a title search. Our list of papers to check before buying a plot in Dehradun still applies.

Watch for fraud around the survey. New paperwork is a chance for touts. A property card is meant to come through the revenue department after notices and hearings. Nobody needs to pay an agent to "get your name in". The cases in our post on Dehradun land fraud and forged registries show how forged papers are used.

Questions people ask

What is the Uttarakhand Abadi Survey and Record Operation Rules, 2026?

They are rules approved by the state cabinet in August 2026 to survey inhabited land in towns and villages using drones, ground surveys and GIS. Amar Ujala reported that owners will get property cards after notices and hearings.

Will Dehradun get property cards under the new rules?

The reports we read did not say. Pilots are running in Almora, Narendra Nagar, Kichha and Bhagwanpur, and no date was given for Dehradun.

Does a property card replace the sale deed or khatauni?

Nothing we read says so. Keep your registered sale deed, khatauni and mutation papers, and treat any card as an extra record until the rules say otherwise.
