LUCC scam victims seek auction of attached property: Dehradun, Oct 2026
On 10 October 2026, LUCC scam victims asked the Chief Minister to auction property attached in the case. Six Dehradun properties were attached in June, but no auction date has been set.

What happened
Victims went to the Chief Minister. Live SKG News reported on 10 October 2026 that the Nari Kranti Manav Chetna organisation, led by its president Saraswati Devi, petitioned Chief Minister Pushkar Singh Dhami. The group asked for victims' money to be returned and for the property seized in the case to be auctioned. It also asked for a liquidator to be appointed in Uttarakhand, with the auction money used to repay depositors. The report said the victims have been waiting for about two years. It also said an application made two months earlier had not been acted on.
What LUCC was. LUCC is the Loni Urban Multi State Credit and Thrift Co-operative Society. It collected small savings from people across Uttarakhand. Amar Ujala reported in July 2026 that, according to the CBI, the society had no real business. It paid old investors with money from new ones. The CBI took over the case in November 2025.
The numbers vary by report. Republic World, reporting the CBI chargesheet on 11 July 2026, said about Rs 800 crore was collected from more than 1 lakh investors, and that the fraud was over Rs 400 crore. Live SKG News described the property seized by the CBI as worth about Rs 400 crore. Amar Ujala reported on 25 June 2026 that 23 properties worth about Rs 25 crore had been attached. We could not reconcile these figures. Treat the Rs 400 crore figure for seized property with caution until an official number comes out.
Six properties attached in Dehradun. Amar Ujala reported on 19 June 2026 that the state Finance Department had attached all six Dehradun properties of the society's main accused and his family. This was done on 5 June 2026 under the Banning of Unregulated Deposit Schemes (BUDS) Act, 2019. ETV Bharat reported that the Finance Secretary is the competent authority under the Act. It said a petition was filed on 18 June 2026 in the First Additional District Court, Dehradun, which hears BUDS Act cases. Amar Ujala gave the filing date as 19 June. None of the reports we read gave the addresses of the six Dehradun properties.
The chargesheet. Republic World reported that the CBI filed a chargesheet against 18 people and the LUCC entity in the Special BUDS Act Court in Dehradun. It said 39 properties in Uttarakhand, Uttar Pradesh and Maharashtra had been identified, and provisional attachment orders had been issued for 29. The main accused is reported to be abroad. Seven accused were in judicial custody.
What comes next. The court has to confirm the attachments before any sale. Amar Ujala's June reports said the auction would follow court approval. Its 25 June report suggested sale after conviction. We found no court order, auction notice or auction date as of 14 October 2026.
What it means for buyers and sellers in Dehradun
This section is our view.
These properties are not for sale yet. If anyone offers you a "LUCC property" or a "CBI-attached plot" at a low price today, walk away. An attached property cannot be legally sold by its owner. Any genuine auction will come through a public notice backed by a court order.
Check for attachment before any deal. Accused people sometimes try to sell property held in other names before it is attached. Amar Ujala reported in June that the main accused had bought several properties in other people's names. Before you buy, check the khatauni and registry records at the tehsil and sub-registrar's office. Also ask a lawyer to search for court cases against the seller. Our list of papers to check before buying a plot in Dehradun covers the basics.
Bank auctions are a different route, with their own risks. Banks in Dehradun regularly auction homes and plots under the SARFAESI Act. The IBAPI portal, used by public sector banks, says these e-auctions are on an "as is where is" basis. It says buyers must check title, dues and claims themselves, and the bank takes no responsibility for undisclosed liabilities. In practice, we suggest:
- Read the sale notice for the reserve price, the bid deposit, and whether the bank has physical or only symbolic possession.
- Visit the property with the bank's permission. If someone is living there, expect delays.
- Check unpaid house tax, water and electricity dues. These usually pass to the buyer.
- Confirm the MDDA map status and the land records in your own name search.
- Ask if the borrower has gone to the DRT. A pending case can hold up the sale.
Fraud checks still apply. Our post on Dehradun land fraud cases in 2026 explains what to verify beyond the seller's identity. If you prefer a straightforward purchase, browse property for sale in Dehradun.
