Dehradun plot buyers 2026: 15,540 land cases stuck in revenue courts

What happened

Revenue courts are the courts of the SDM, tehsildar and other revenue officers. They hear land cases: dividing a shared holding, declaring who owns a share, entering heirs in the records, and land bought against the rules. A plot's papers can be stuck in one of these courts for years.

The review, 24 September. Devbhoomi Media reported on 24 September 2026 that District Magistrate Dr. Ashish Chauhan held his monthly review of pending revenue court cases at Rishiparna Hall in the Dehradun Collectorate. Doon Horizon and Nazariya News reported the same meeting with the same figures.

The figures. The reports gave these numbers for Dehradun district:

  • 15,540 revenue cases pending in all.
  • 1,157 cases under Section 176, which deals with dividing a jointly held holding. Of these, 179 had been pending for three to five years. Only 13 were disposed of in August.
  • 841 cases under Section 229B, which are suits asking the court to declare a person's rights in land.
  • 82 cases under Sections 166 and 167, pending for three to five years. Doon Horizon described these as old cases about illegal land transfers.

Sections 166 and 167 are among the provisions the Dehradun administration cited in June 2025, Avikal Uttarakhand reported, when it vested about 900 bigha bought against the land law in the state government.

What the DM ordered. According to the reports, the DM:

  • Told officers to build a software-based monitoring system that shows, on one platform, each case's status, the reason it is pending, the officer responsible and the time limit for disposal.
  • Told them to give priority to old cases and to hold court regularly.
  • Ordered that undisputed inheritance (virasat) cases be cleared at once. Nazariya News quoted him as saying there is no reason to keep cases with no dispute pending.
  • Warned, as Doon Horizon put it, that officers who keep cases pending without good reason will be held directly accountable.

Devbhoomi Media said Additional District Magistrates K.K. Mishra and Smrita Parmar, Joint Magistrate Rahul Anand and several SDMs were at the meeting. The reports said officers must show progress at the next monthly review. We found no report yet of that review or of the software being launched.

A court order on the same problem. On 13 October 2026, Amar Ujala reported that the Uttarakhand High Court told the tehsildar in Dehradun to decide, on priority, a mutation case that had been pending for seven years. We covered that order in our report on the High Court's Dehradun mutation and gift deed orders.

What it means for plot buyers in Dehradun

This section is our view.

A clean khatauni is not the whole story. The khatauni shows who is recorded as owner. It does not always show that a case about the land is running in a revenue court. With more than 15,000 cases pending, the chance that a plot you like is part of one is real. Ask the tehsil, and your advocate, to check for pending cases on the khasra number before you pay a token.

Watch for partition suits on joint land. Much farm land around Dehradun is held jointly by a family. If one member sells "his share" while a Section 176 partition suit is pending, the share has not yet been marked on the ground. Your plot may end up somewhere else, or smaller, once the court divides the land. Ask whether the holding has been divided, and get the consent of all co-owners in writing.

Do not buy from an heir whose name is not yet in the records. If the seller inherited the land, the virasat entry should already be in the khatauni. The DM has asked for undisputed inheritance cases to be cleared quickly, so a genuine heir should not need to sell before the entry is made. If there is a dispute among heirs, wait until it is settled.

Land bought against the rules can go to the state. The 82 old cases under Sections 166 and 167 are a reminder that land bought in breach of the land law can be vested in the government, and a later buyer can lose it too. If the land changed hands to an outside buyer, check the permission and how the land was used. Our guide to buying land in Dehradun from outside Uttarakhand explains the limits.

Questions people ask

How many land cases are pending in Dehradun's revenue courts?

At the DM's review on 24 September 2026, 15,540 revenue cases were pending in Dehradun district. They included 1,157 partition cases under Section 176, 841 declaration suits under Section 229B and 82 old cases under Sections 166 and 167.

Can I buy a plot if a partition case is pending on the land?

It is risky. Until the court divides the holding, no co-owner's share is fixed on the ground. Wait for the partition, or buy only with the written consent of all co-owners, and take advice from an advocate first.

How long does an inheritance mutation take in Dehradun?

There is no fixed time in the reports. On 24 September 2026 the DM ordered that undisputed inheritance cases be cleared at once. If your case is stuck, follow up with the tehsil and keep copies of every application.
